The Supervisory Program Analyst supports the Mental Health Service Line, Ralph H. Johnson VA Medical Center, Veterans Administration, Department of Veterans Affairs, in Charleston, SC. The Supervisory Program Analyst ensure program and policy matters are implemented and that Service objectives and program measures are met; direct and/ or perform administrative functions: human resources management, budget and finance, management, and program analysis et.al.
Duties

Duties include, but may not be limited to the following:
Program Administration:
Establishes and implements performance range standards for section quality and productivity.
Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities.
Identifies problem and/or opportunities to improve performance through such avenues as informal meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc.
Directs the personnel management program for the tele-mental health program within the Mental Health
Service Line, performing of overseeing the full range of human resource services requirements.
Provides personnel management and administration for this program with varied functions and activities with new changing requirements.
Coordinates periodic administrative review of Clinical Privileges for all Physicians and professional staff, consistent with VA and JCAHO criteria for the tele-mental health program.
Ensures compliance with Focused Professional Practice Reviews and other related documents for Credentialing and Privileging.
Establishes cost management, cost containment and/or cost reduction for his/her programs, etc..
Supervisory Duties:
Has complete authority and responsibility to plan, schedule and carry out major projects for analysis and evaluation of medical center programs and for improving organizational effectiveness.
Develops project plans which include identification of the work to be done, scope of the project and deadlines for completion.
Completes projects, evaluation reports or recommendations are reviewed by the Chief of Mental Health and/or other designee for compatibility with the organizational goals, mission, guidelines, and effectiveness in achieving intended objectives.
Maintains supervision and oversight of the planning, directing, and managing the administrative support activities as they relate to the efficient processing of tele-mental health workload.
Provides standing written instructions, procedures and issues special instructions for non-routine and complex assignments.
Has the authority to review, accept, amend, or reject work of subordinates and instructs other personnel in the interpretation and application of procedures and policies.
Reviews programs of operation and initiates or recommends improvement to workflow and assignment of job duties.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. Qualifying specialized experience includes having professional and skill in applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of Service's operation; ability to plan, organize and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively; understands the mission, organizations, programs, and requirements of the range of health care delivery systems to evaluate and make recommendations to executive leadership for improving delivery of high-quality patient care; ensures program and policy matters are implemented and that Service objectives and program measures are met; direct and/ or perform administrative functions: human resources management, budget and finance, management and program analysis et.al., areas of supervision and assignment for administrative staff, development of position descriptions, competencies and performance standards, 90 day, mid- year and annual performance appraisals, monitoring performance, review and evaluate work; capable of analyzing health care issues, recommend strategy and evaluating the effectiveness of the plan when implemented; applies a variety of skills in studies and objectives to identify and propose solutions to management problems which are characterized by the breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: (TRANSCRIPT REQUIRED) - Applicants must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE: (TRANSCRIPT REQUIRED) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. NOTE: Only graduate education beyond the second year may be used to qualify.
