Duties

Joining Customs & Border Protection will allow you to use your expertise in operations research to advise management on a wide range of program activities which will impact the total Customs Agency. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14 Step 10). In this Operations Research Analyst position, you will perform a wide range of operations research and analysis activities related to data science techniques and applications. Typical work assignments include: Working in a team environment as a member of an integrated strategic team in a technical workforce to meet customer needs and requirements for products and/or services Gathering information and selecting critical data elements from information systems for inclusion in models, dashboards, and reports to allow leadership to inform and support decision making. Applying analytical processes, methods and tools to identify and solve a wide variety of complex problems with many competing objectives, variables, and constraints, deliver optimized technical solutions that are balanced to achieve anticipated performance Thoroughly command an understanding of the information and technically authoritative guidance to originate and perform mathematical, statistical, and/or other analysis projects pertaining to enforcement information and/or national security Documenting project purposes, methods, assumptions, and conclusions, and brief project sponsors and senior officials on project progress

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing a wide range of operations research and analysis in support of organizational goals and objectives Applying data science techniques to solve complex problems using existing data, or determining the appropriate data sets that must be created to solve problems Developing strategies on measurement of the design, development, deployment, maintenance, and enhancement of large-scale, advanced data projects Reviewing, analyzing, and recommending actions for major organization concept plans, changes, and reorganizations Utilizing scientific methods to analyze the impact of policy decisions on operations and conducting scientific studies, while serving as the primary representative on scientific research matter in contacts with other agencies You qualify for this position if you possess one year of specialized experience or substitution of education, if applicable, as described above and meet the basic requirement listed below. Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below. Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 08/15/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
