About the Position: This position is located with the US Installation Management Command, US Army Garrison Fort McCoy, Directorate of Public Works, Environmental Division at Ft. McCoy, WI. Duties

Research, analyze, interpret, and advise on higher headquarters, Federal, State, and local environmental laws, regulations, and directives. Apply knowledge of environmental protection principles, practices, regulations, policies, and procedures to identify problems and recommend solutions. Conduct meetings with installation staff; federal, state, and local regulatory agencies; community groups; and other concerned groups regarding assigned environmental programs. Establish, and ensure execution of, program tasks to ensure regulatory compliance for the installation/agency for assigned programs. Accurately draft, revise, edit, and finalize environmental documents such as permits, plans, standard operating procedures, reports, or similar documents according to established standards for assigned environmental programs. Develop, review, and provide input for contracts and designs. Advise management on all aspects of environmental programs within the assigned areas of work. Develop short and long-range plan program goals for environmental compliance. Collaborate with a wide variety of personnel in a manner that promotes teamwork and productivity. Effectively manage difficult interactions with agency personnel, members of the public, regulators, contractors, or customers to communicate and negotiate issues of environmental concern.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have, or be able to obtain and maintain, a valid state driver's license, and required government driver's license.
  • Some overnight travel may be required, normally not to exceed one week in duration. Some weekend work, and work beyond the normal operating hours, may also be required.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For consideration at the GS-09 Level: Specialized Experience: One year of specialized experience which includes assisting with the management of environmental programs such as air or water quality, aboveground or underground tanks, toxic substances, hazardous and non-hazardous waste, pollution prevention, or environmental impact analysis. Tasks include work such as reviewing documents or reports, assisting with spill response, conducting inspections as directed, collecting or compiling data, collecting environmental samples, segregating and packaging wastes, accounting for equipment, conducting market research on supplies or equipment to purchase, communicating with customers and organization staff, following regulatory laws and procedures, working in a team environment, reviewing projects or designs for environmental impacts or permitting requirements, or report environmental risks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: environmental engineering, geology, environmental studies, environmental management, environmental restoration, natural resources management, hydrology, environmental remediation, environmental compliance, environmental science and sustainability, environmental policy, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For consideration at the GS-11 Level: Specialized Experience: One year of specialized experience which includes the management of environmental programs such as air or water quality, aboveground or underground tanks, toxic substances, hazardous and non-hazardous waste, pollution prevention, or environmental impact analysis. Tasks include work such as drafting and editing documents or reports, coordinating spill response and clean up, leading or coordinating inspections, analyzing data and evaluating conclusions, reviewing sampling protocols and coordinating actions, ensuring wastes are properly segregated and packaged for recycling or disposal, conducting equipment or supply inventories, assisting in budget estimates and supply acquisitions, providing guidance or educational instruction to customers and organization staff, communicating with regulators, researching and following regulatory requirements, working in a team environment, determining environmental impacts and provide written comments for projects or actions, assisting to draft permits and monitor permit requirements, or reporting environmental risks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: environmental engineering, geology, environmental studies, environmental management, environmental restoration, natural resources management, hydrology, environmental remediation, environmental compliance, environmental science and sustainability, environmental policy, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
