This position is located in a Subregional office of the National Labor Relations Board. The primary purpose of this position is to provide administrative/technical supervision over subordinates engaged in investigating and negotiating voluntary settlements under the provisions of the National Labor Relations Act and recommending institution of formal action in cases with merit; providing counsel and opinion on cases in regards to the administration, interpretation and enforcement of the NLRA.

Duties

As a Supervisory Labor Management Relations Examiner (Officer-In-Charge) GS-0244-14/15, your typical work assignments may include: Reviewing reports and case files to determine investigation, case preparation and analysis, and propriety of recommendations for action or disposition, as appropriate. Assuring that all cases are handled in accordance with basic statutory requirements, as well as in accordance with policies, precedents, regulations and procedures established by the Board, the General Counsel, and the Regional Director. Assigning cases to individual examiners and attorneys for investigation and legal analysis and advises subordinates on questions involving interpretation of the law, procedural problems, conduct and form of settlement negotiations and similar matters. Performing the full range of personnel management functions and supervisory functions pertinent to work performed by the subordinate staff. Ensuring that the appropriate facts and recommendations are set forth in writing. Performs similar or related duties as requested or assigned.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Supervisory Labor Management Relations Examiner (Officer-In-Charge) position demonstrates knowledge of the NLRA as well as how the Agency investigates and prosecutes unfair labor practice charges and the handling of representation cases. The candidate also demonstrates competence in managing the administration of field office operations or comparable experience, including personnel matters and discussions with represented Agency employees. MINIMUM QUALIFICATIONS for GS-14 Applicant must have one year of specialized experience equivalent to the GS-13 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-14, Supervisory Labor Management Relations Examiner (Officer-In-Charge), and that is typically related to the work of the position to be filled. Specialized experience includes: Experience with the National Labor Relations Board Act, and comparable statues, to investigate and handle a variety of complex representation cases (R cases) and unfair labor practice cases (C cases); and negotiate and prepare collective bargaining agreements; and Experience making authoritative recommendations of factual information to internal stakeholders; both orally and in writing; an Experience managing cases that are complex or unique in nature that requires a high level of expertise independently. Specialized experience includes: Experience with the National Labor Relations Board Act, and similar statues, to handle or oversee complex investigations and make recommendations concerning charges related to unfair labor practice and concerning petitions related to representation elections, or other comparable experience; and Experience coordinating, planning and monitoring the caseload of an office to ensure appropriate resources are assigned, priorities are established, and overall goals are met; and Experience leading a team involved in complex investigative and analytical work related to field labor law to effectively coordinate operations. One year of experience at the GS-13 for the GS-14, or one year of experience at the GS-14 for the GS-15, or equivalent grade level of the federal service, is required to qualify for this position.
