This position is located in the Office of the Human Capital Management and Training, Human Resources Division, Staffing and Employee Services Branch. The incumbent will serve as the agency Benefits and Retirement Officer and subject matter expert for all Federal Retirement and Benefits programs.

Duties

Ideal Candidate Statement: The ideal candidate will have recent experience providing comprehensive counseling to employees regarding options for Benefits and Retirement and managing the full cycle of benefits and retirement operational activities with some exposure to worklife programs. Also, providing the full range of customer service and resolution of all matters related to life and health insurance programs, Social Security, retirement, TSP, flexible spending accounts, dental/vision, and death benefits. As a Human Resources Specialist (Employee Benefits-Retirement), GS-0201-12/13, you will perform the following major duties: Provides expert guidance and assistance to employees on Federal Benefits: life insurance, health, dental, vision, and long-term care insurance, and Thrift Saving Plan provisions. Provides expert guidance and assistance to employee on Federal Retirement: Civil Service Retirement System (CSRS), and Federal Employee Retirement System (FERS). May provide guidance and assistance to supervisors and employees on workers' compensation claims. Develop, revise, and implement NTSB's benefits program regulatory policies, guidelines, standard operating procedures, and procedural requirements. Coordinate with external vendors to educate employees on Retirement/Benefits topics: Health, TSP, Social Security, and Life Insurance to increase employee knowledge of federal benefits. Create and analyze reports from automated systems to determine accuracy of employee benefit/retirement data to resolve errors and improve data integrity. Conducts quantitative and qualitative analysis on retirement statistics and trends to assist with agency strategic workforce planning. Performs quality control reviews on various benefits and retirement processed documents to ensure accuracy, completeness, and compliance with applicable regulations. Counsels and provides assistance to employees on all aspects of: Spouse Equity Act implications, Social Security program eligibility, deposits for creditable service for which deductions were not made, redeposit, and Post-56 Military Deposits.

Qualifications

Qualifications for the GS-12 Level: You must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Provide employee benefits and retirement program coverage and options. (2) Make eligibility determinations for new employees and at various life events where changes are needed. (3) Assist and resolve issues with the administration of federal benefits and retirement programs. (4) Review and examine various benefit forms for accuracy and completeness. (5) Draft written communications on retirement and insurance programs. (6) Provide information necessary to help employees obtain maximum gains from available benefits. (7) Interpret and explain retirement options, eligibility requirements, health and life insurance, and Thrift Savings Plan questions. (8) Provide advice and consultation on Federal leave programs. (9) Provide advice and consultation on work-life programs. Qualifications for the GS-13 Level: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as experience applying a comprehensive knowledge of employee benefits and work-life programs in order to: (1) Administer an agency retirement and benefits program. (2) Provide comprehensive guidance, information, counseling, and assistance to employees on retirement programs and benefits. (3) Prepare FERS/CSRS retirement estimates based on projected retirement dates. (4) Provide counseling to employees, spouses, and beneficiaries on survivor benefits, FEGLI/FEHB, and continuation of FEGLI/FEHB. (5) Provide guidance and information on the Thrift Savings Plan. (6) Provide guidance to supervisors and employees on worker's compensation claims. (7) Develop and conduct training and initiatives to increase employee participation in work-life programs. (8) Develop Work-life program information materials (i.e., fact sheets, brochures, booklets etc.) in both electronic and print formats for employees. (9) Develop written communications on benefits programs for dissemination to the workforce. (10) Performing quality control reviews on various benefits and retirement processed documents to ensure accuracy, completeness, and compliance with applicable regulations.
