The Social Worker Program Coordinator manages the administrative and clinical aspects of the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) Program at the VA San Diego Healthcare System (VASDHS) in the Mental Health Care Line (MHCL). The incumbent supervises staff assigned to the Program which currently consists of social work, nursing, pharmacy, psychology, peer support specialist, and psychiatry but could expand to include occupational and/or recreation therapy.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU Administrative Responsibilities (50%): Plans, controls, organizes, and directs the activities of SARRTP Program staff, ensuring compliance with legal and regulatory requirements and meets customer and stakeholder needs. Develops goals and objectives that integrate organization and multidisciplinary staff objectives. Plans, analyzes and uses data from VA databases to ensure SARRTP staff are succeeding on appropriate performance measures and monitors related to ADTP functioning. Researches, interprets, analyzes and applies MHCL, VASDHS, VA Desert Pacific Healthcare Network, JCAHO, CARF and related professional, federal and VA policies, procedures, and guidelines. Assists Section Chiefs to establish, assess and revise policies and procedures for administrative and clinical operations of staff within the SARRTP program. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates, plans, and schedules with staff, the Section Chiefs, and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by team members, sets and adjusts short-term priorities, and prepares schedules. Assigns work to team members based on the SARRTP program's priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of clinical, budgetary, and administrative issues. Coordinates with the assigned Section Chief(s), Office of Mental Health, Service Chief, and customers as appropriate. Direct Patient Care (50%): Screening/ Assessment - The social worker will use advanced knowledge and mastery of theories of mental illness and specialized treatment to develop a diagnosis and treatment plan. The goal of the diagnosis and treatment plan is to highlight the Veteran's strengths, limitations, internal/external supports, and service needs to optimize the Veteran's functional status. Treatment Planning/Goal/Setting- The social worker independently develops the mental health treatment plan and recovery goals with the Veteran. The social worker provides independent consultation and makes recommendations to the interdisciplinary team on course of treatment. Crisis Intervention - The social worker is experienced in making rapid assessments and developing crisis management plans for various types of crises including housing and financial emergencies, psychiatric relapse, potential suicide, violence, and other high-risk behaviors and/or situations. The SARRTP Program Coordinator routinely interviews and counsels Veterans to resolve various problems or conflicts, provides clarification, improves understanding, and assists the Veteran in reaching his/her treatment goals. Assists Veterans with discharge planning as needed. The incumbent documents all counseling sessions in the medical record (CPRS) as appropriate and initiates or implements necessary actions. Modify and redirect Veteran's unacceptable behavior for the general welfare of all residents and the milieu. This includes all areas of Veteran behavior, including personal hygiene and appearance. The Veteran's physical and mental capabilities are taken into consideration when corrective measures are to be applied. The SARRTP Program Coordinator ensures that medical care is provided to Veterans to ensure resolution and/or stabilization of problems. This is usually accomplished through a review of records (i.e., physical and mental health history, appropriate laboratory findings, clinic visits) or observation and in conjunction with the appropriate treatment specialty. Documentation/Productivity - The social worker will complete documentation in compliance with appropriate documentation standards. The social worker consistently maintains an acceptable level of productivity per guidelines which may include special assignments. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/ May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. References: VA Handbook 5005, Part II, Appendix G39.The full performance level of this vacancy is 13. Physical Requirements: Traveling throughout the medical center and the community is required, as is performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the Veterans, their families, representatives of community health and welfare agencies and law enforcement agencies. The incumbent must possess current driver's license and drive a government vehicle in carrying out professional duties when deemed necessary. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
