This announcement provides the opportunity for a reassignment/promotion to the position of Workplace Equity Senior Specialist position in the Front Office located in Arlington, Virginia.

Requirements

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's Degree from an accredited college or university. AND Specialized experience providing leadership, guidance, and direction on the execution of diversity, equity, inclusion, and accessibility (DEIA) programs; leadership in goal setting, planning, and establishing metrics and reporting protocols for DEIA; and providing technical advice to senior executives on DEIA initiatives. AND Demonstrated experience in applying knowledge of EEO principles, concepts, laws, regulations and policies, and relevant precedent decisions to recognize and solve difficult EEO problems; and interpreting and applying EEO knowledge to a variety of difficult and complex work assignments. AND Demonstrated experience in providing broad program support such as coordinating and planning the logistics for meetings, training and performing all other related duties associated with the EEO/DE&I Program; reviews EEO/DE&I policies and procedures and updates as needed. EVALUATION FACTORS You must have the experience, knowledge, and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Extensive knowledge of Federal Diversity laws, regulations, polices, and practices. Extensive knowledge and experience in Diversity program functions; demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail. Demonstrated understanding of federal Equal Employment Opportunity laws, regulations and directives (e.g., MD-110, and MD-715) and best practices; demonstrated ability to research and interpret legislation and guidance affecting equal employment, diversity and inclusion. Ability to review and assess the impact and effectiveness of diversity and inclusion programs, analyzing information gathered to interpret results, identify trends and opportunity areas and brief senior level executives. Ability to develop and implement organization-wide programs, applying a deep understanding of the dynamics of a large, complex organization, the nature and causes of institutional barriers to diversity, and personnel management principals in general. Ability to communicate in writing to develop organizational programs and procedures, and prepare correspondence, reports, and recommendations for executive review. Skill in developing information materials including articles, news releases, fact sheets, brochures, pamphlets that increase and improve communication with agency's employees and external stakeholders regarding DE&I matters. Program management, analytic, and critical thinking skills, including demonstrated ability to conduct program assessments, identify needs and requirements, and develop recommendations for the successful implementation of diversity and inclusion programs. You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration. In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 08/29/2023 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
