The Administrative Officer is responsible to the Business Management Service (BMS) and performs a wide range of budgetary program management functions. The Administrative Officer monitors and evaluates the overall effectiveness of the BMS program.
Duties
Duties may include but are not limited to:
Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.
Generates required reports for the Assistant Chief and Service Chief.
Assists in strategic planning operations; develops technical data, estimates, statistics, and suggestions which may be useful to higher management.
Collects, analyzes and transmits work performance and man-hour data for use by management, reviews and approves specific plans and procedures prepared by subordinate staff and/or supervisors.
Assists in the performance of the full range of personnel management and administration for the service with varied functions and activities.
Reviews, analyzes and interprets Incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Assists in budgeting and financial management for the organization.
Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to the budget office and responds to all questions from that office.
Monitors budget balances, and status of projects, and recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary.
Reviews financial reports and resolves discrepancies with the appropriate accounting office.
Assists in management and oversight of procurement and contracting for the organization.
Manages contracting and procurement for small procurements that require varying approaches.
Prepares and reviews purchase order for supplies and nonexpendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary for the effective functioning of the office.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to the TIG requirements above (as applicable), you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing budget and financial management for a program or department; Utilizing statistical, accounting, budget and economic principles and techniques; Utilizing multiple computer programs such as Microsoft Word, Excel, Power Point, Visio, Access and data collection resources; Communicating orally and in writing with a variety of individuals to obtain and provide information and to develop training; and Interpreting administrative policies, developing and implementing local policies and defining administrative requirements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one (1) year of graduate education (18 semester hours) to meet the qualification requirements. This may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of 18 semester hours) would be qualified for a GS-9 position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.
