This position is located in Fiscal Service of the VA Hudson Valley Health Care System (HCS) in Castle Point, NY.
Duties
Duties include but are not limited to:
Examines, verifies, and maintains financial accounts and accounting data.
Receives and analyzes various type of documents to determine property, validity,budget, expenditure limitation, completeness and correctness of account data.
Determines the general ledger accounts, journals, and subsidiary accounts affected.
Monitors and makes input to current vendor so that vendors may be paid promptly.
Develops an estimate of the accruals for personal services and other services and codes the information into the system.
Reconciles accounting systems output with input for accuracy.
Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routines for input of these transactions.
Reviews pending items and ensures that follow-up action is taken on all items pending for excessive periods of time.

Maintains, audits and reconciles the general and subsidiary ledger accounts, for the preparation of accurate and timely reports, and for the control of funds.
Summarizes transactions and prepares control documents or other posting documents reflecting the entries to be made.
Prepares reconciliations of the general ledger to subsidiary accounts, accruals, adjusting journal entries, accounting reports and special reports.
Determines the nature of errors and makes adjustments in the correct appropriation to a variety of interrelated accounts.
Prepares all necessary documents for transfer of funds whether intra-agency or inter-agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routines for input of these transactions; Determines the nature of errors and makes adjustments in the correct appropriation to a variety of interrelated accounts; Reviews pending items and ensures that follow-up action is taken on all items pending for excessive periods of time.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with some carrying of computer reposrts, boxes, and ledgers.
