Employee will serve as an Accounting Technician within Fiscal Service located at the VA Hudson Valley Healthcare System in Castle Point, NY.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions. Analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness/correctness of account data, and matches disbursing documents with obligation documents. Monitors and inputs vendor files and data into financial management system so than vendors may be paid promptly. Has technical responsibility for the maintenance, auditing, and reconciliation of the general and subsidiary ledger accounts, for the preparation of reports, and for the control of funds. Researches, interprets, and verifies which appropriation and general ledger accounts that documents, and subsequent accounting transactions will affect. Determines the nature of errors and makes adjustments in the correct appropriation to a variety of interrelated accounts. Prepares documents for transfer of funders whether intra-agency or inter-agency. Develops an estimate of accruals for services and codes the information into the system. Ensures timely preparation of all reports for the Department of Treasury, agency and local management, and furnishes feeder data for the preparation of management budget reports. Performs other duties as necessary. Work Schedule: Monday-Friday, 7:30am - 4:00pm or 8:00am - 4:30pm Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes utilizing a broad range of accounting regulations and procedures to examine, verify and maintain financial accounts and accounting data and classify accounting transactions; analyzing various types of documents to determine propriety, validity, budget, expenditure limitation, completeness/correctness of account data, and matches disbursing documents with obligation documents; reconciling the general and subsidiary ledger accounts; and preparing accounting and financial reports utilizing automated financial management systems. Note: Resume must clearly support responses to the online questionnaire. A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Experience working in a medical facility or other clinical environment performing accounting duties. *Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.
