This position is located at the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ), Office of Crime Prevention and Youth Justice, in Washington, D.C. NIJ provides objective, independent, evidence-based knowledge and tools to meet the challenges of crime and justice, particularly at the state and local levels.
Duties
Serves as a subject matter expert in a variety of criminal and juvenile justice topics, as well as in analytical research, evaluation, program development, and other professional tasks in furtherance of the Crime Prevention and Youth Justice program.
Serves as an expert advisor and technical authority on complex and precedent-setting policy and program issues, develops policies, strategies, requirements, and plans for social science research programs/projects.
Performs professional and scientific work advising Office of Justice Programs/National Institute of Justice program staff on, and guiding research projects in, one or more specialized social science areas, such as criminology, sociology, or psychology.
Manages the scientific review of research grants, cooperative agreements, and contracts, and as applicable, negotiates the research design and technical aspects of final awards.
Researches and reviews current developments in the appropriate social science disciplines to ensure that criminal and juvenile justice research program planning, implementation, and review are well-grounded in current scientific knowledge and methods.

Qualifications
Basic Entry Requirements:
Degree in behavioral or social science; or related disciplines appropriate to the position.
-OR-
Combination of education and experience that provides the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
-OR-
Four years of appropriate experience that demonstrates the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Provided expert analysis and advice on complex program issues across the fields of social science impacting large programs, such as advising on long-range program implementation and administration.
Provided expert advice to Federal staff, practitioners, and researchers, and provided relevant, high-quality information on issues of current and/or enduring concern across the fields of social science, legal implications, and applicable fields.
Utilized social science knowledge to extract significant findings from quantitative and qualitative research.
Served as a technical expert for a significant segment of a social science focus area or program area, and evaluated the scientific aspects of a wide variety of program grants, research-based grants, contracts, and cooperative agreements.
Researched and reviewed current developments in the appropriate social science disciplines to ensure that the criminal and juvenile justice research program planning, implementation, and review are well-grounded in current scientific knowledge and methods.
Technical Qualifications:
Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications:
Knowledge of research and analysis techniques to perform management-related studies.
Knowledge of a scientific field.
Ability to provide program management analysis, advice, and assistance.
Ability to manage research grants and other extramural resources.
