This position is located in the Management Directorate, Office of Chief Information Officer, Transformation Delivery Division.
As an Information Technology Program Manager, you will work to transform IT solution delivery to meet USCIS IT strategic goals.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Leads Agile teams' planning, testing, evaluation, and deployment of Agile system development programs for releases within OIT programs that are being delivered using an agile methodology and Systems Engineering Lifecycle (SELC).
Leads project resources by coordinating and integrating activities mitigating risks while ensuring quality assurance processes are implemented and maintained.
Leads Agile software development teams and initiatives to ensure continuous delivery of value-added products.
Delivers digital services and capabilities through an iterative cycle that includes designing and testing prototypes.
Ensures technical integration is achieved by participating in design, development, modification, testing, deployment, support,and documentation of new and/or existing applications software.

Basic Requirements: All applicants must meet the following basic requirements. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Selective Placement Factor: You must have experience leading Agile development projects supported by integrated DevSecOps (development, security and operations) teams that utilize Kanban, Scrum, or similar application lifecycle management methodologies. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.
Selective Placement Factor: You must have experience with Agile development best practices such as Lean, Kanban, or Scrum OR experience leading large IT projects to implement software applications and services. Selective Placement Factor: You must have experience with Human-Centered Design (HCD) practices to evolve product strategies and implementation roadmaps in alignment with changing business objectives and user needs over the product delivery life cycle. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Utilizing IT principles and software design/ development concepts,methods, and standards to manage project resources.
Developing Agile methodology and modern programming technologies and frameworks such as Amazon Web Services Cloud (AWS) tools, Data bricks, Scala, or Open-Source technologies.
Managing the interrelationships among multiple IT disciplines (IT security, infrastructure, networking, end user support, etc.).
Managing project delivery teams in the successful delivery of products that meet business expectation.
GS-14: In addition to the requirements at the lower grade level(s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Applying analytical tools and methodology to provide a comprehensive knowledge of management issues and programs for development and/or implementation.
Applying IT project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, and monitoring activities.
Managing project delivery teams in the successful delivery of products.
Managing technical areas of focus and teams to address IT vertical issues.
