This position is located at the Kayenta Service Unit, Division of Administrative Services, Facilities Management Branch, Kayenta, AZ. which also includes one remote health clinics at Dennehotso station. The primary purpose of this position is to provide leadership to for the upkeep of medical building, site improvements and facility preventive maintenance program. The incumbent reports to Supervisory General Engineer.

Duties

The incumbent: Manages facility management staff effectively at all times to ensure high levels of individual and collective performance delivering the goals of KHC. Effective leadership include team building, ensure safety condition for employees, review/recommend training for competency, disciplinary action as needed, maintain excellent working relationship, organize and oversees scheduling daily work assignments, hiring maintenance staff, and establishes annual performance expectation of subordinates' (PMAP). Provides ongoing communications with direct supervisor, Facility Management Supervisory, General Engineer and KHC management of any critical needs of facility management, unsafe working conditions or practices, training request for self and employees, personnel concerns, requested reports and documentations, unable to meet code compliance(s), and any issues that may be detrimental to operations of KHC. Assist with development and upkeep of KHC facility management policy and procedure. Maintains and keep abreast of safety programs and safe handling of hazardous product and waste. Plans and schedules safety training to include and not limited to OSHA, HASWOPR, NFPA regulations, life safety, environmental care, heavy equipment operations, etc. Evaluates and plan day-to-day operations of department management, reviews maintenance and operating costs, prepares statistical data of needs and work completion, develops information that includes current and past expenditures and estimates of future costs of facility management's anticipated maintenance repairs, and develops rationale for justification of line items for budget proposals. Develops, implements, oversees, and schedule preventive maintenance program covering all structure facilities that include: Building trades of flooring, access roads, grounds maintenance, interior cleaning, plumbing, painting, door maintenance, carpentry, and other exterior structures cleanliness and repairs. Develop and maintain inventory of serviceable property that would have preventive maintenance scheduled assignments.

BASIC REQUIREMENT(S): MINIMUM QUALIFICATIONS FOR WS-09:A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Your background must demonstrate experience in a variety of maintenance and trade-related fields such as carpentry, plumbing, HVAC, painting, and other skilled/unskilled work. Physical Effort/Requirements: The work requires regular and recurring periods of standing, walking, bending, stooping, kneeling, and climbing; frequently handles objects weighing up to 100 pounds and continually handles objects weighing up to 20 pounds. May periodically crawl through attics, crawl spaces, and other cramped spaces. Encounters electrical and infectious or contagious hazards. The incumbent is required to maintain a current driver license, as the position requires occasional travel throughout and within the Service Unit area by government vehicle. Screen-out Element: Ability To Lead Or Supervise 3 or more other workers in maintenance mechanic positions completing the following tasks: Assign work to subordinate staff, plan and distribute workload, inspect work in progress, train or instruct subordinate staff, and report to supervisor on status and progress of work, initiate disciplinary actions for insubordinate behavior, initiate requests for personnel actions, such as promotions, reassignments, and details. Additional examples include: working independently in a wide range of Maintenance activities, ensure maintenance and/or facility operations are carried out in accordance with appropriate policies and procedures. Use and apply standard building techniques, practices, and codes, read and understand blueprints, sketches and schematics, read and understand work orders in order to complete assigned work. Managerial Abilities: Candidates must have demonstrated in their work experience or training that they possess or have the potential to develop the qualities of successful supervision, as required by this position. Supervisory Competencies: Candidates should possess proficiency or the potential to develop proficiency in these supervisory competencies: Accountability Customer Service Decisiveness Flexibility Integrity/Honesty Oral Communication Problem Solving Written Communication Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
