This position provides Network-wide HR support work in the VISN Shared service Onboarding Unit where you will be responsible for onboarding activities for new hires, rehires, interagency transfers and VA transfers across Title 5, Title 38 and Hybrid Title 38 occupations. This responsibility includes but not limited to: completing pre-employment responsibilities and assisting with new employee in-processing. ***Selectees must be able to physically work onsite 2 days a pay period.***

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-Grade Restriction: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held grade GS-4 or higher for the GS-5, grade GS-5 or higher for the GS-6, grade GS-6 or higher for the GS-7 grade level position. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but not limited to: Knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to: answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted; identify whether a test needs to be administered; identify whether employees applying for promotions meet time-in-grade requirements; terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed. OR Education Applicants may substitute education for the experience required for the GS-05 level: 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR Combination of Experience and Education Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient to: answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted; identify whether a test needs to be administered; identify whether employees applying for promotions meet time-in-grade requirements; and identify appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request; accomplish routine support tasks within the HR office; provide routine information; request HR records from the records center; initiate HR actions, complete forms, and correct errors and omissions in HR documents, files, and records as needed. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work such as instruct facility supervisors and managers on recruitment/selection requirements, processes, and procedures, submitting requests, screen applications to determine if applicants meet minimum qualifications; and apply accepted HR practices in order to place applicants in rank order on an inventory or register used to fill assigned positions. Comprehensive knowledge of HR automated resources in order to organize and document applicant qualification rankings, forward notice of results to all applicants, properly close out automated portion of JA, etc. Knowledge of payroll processing in order to facilitate new hire payroll document completion and successful handoff to payroll department. Ability to assess pay related issues in HR Smart and coordinate appropriate resolution. Comprehensive knowledge of payroll procedures and processes in order to recommend options or alternatives involving pay actions and processing systems. Knowledge of current HR database systems in order to retrieve and analyze information used to generate documents, records, reports, etc. that contain tables or graphs. Ability to coordinate actions, develop facts, and/or provide support in order to answer standard inquiries concerning merit promotional procedures; time-in-grade requirements; appropriate use of HR directives, policies or practices; nature of action codes; generic position descriptions; etc. Ability to communicate orally and in writing in order to respond to inquiries regarding Human Resource procedures, processes, and/or related functional areas. There is no educational substitution for the GS-06 or GS-07 levels. Selective Placement Factor (SPF)- Selective Factors are knowledge, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective factor are ineligible for further consideration. You must possess experience in the following SPF to be considered for this position: Assists with the on boarding of new employees to include arranging for physical examinations (based on the occupation), forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks).You will be rated on the following Competencies for this position: Analysis and Problem Solving Communications Computer Skills Customer Service Recruitment/Placement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
