This position is located in the US Department of Education, Office of Finance and Operations (OFO), Office of Human Resources (OHR), Recruitment, Staffing, and Compensation Division (RSCD). RSCD is responsible for is responsible for providing operational HR services in the areas of recruitment, staffing, placement, position classification, position management, and compensation.
Duties

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Human Resources Assistant, GS-0203-07, you will be responsible for:• Coding and ensuring accuracy of all personnel actions. Researches and analyzes specifics of individual situations, inputs data into the HR processing system(s) and forwards actions to HR Specialist(s) for review and approval. Builds positions for new/revised position descriptions (PDs) and ensures that the PD coversheet (OF8) is complete and properly documented. Drafts/ensures proper completion of supporting documentation for Human Resources actions (e.g., conditions of promotion NTE, appointment forms, etc.). • Coordinating transfer of SF-75 information and Official Personnel Folders (OPF) with other Federal agencies for current/reinstated Federal employees. Prepares employment packets that include a firm offer letter, appointment forms and employment information as appropriate, and ensures that new appointees receive packets in advance of their entry on duty date. Coordinates with/provides documentation to the Preparedness, Planning and Security Branch for suitability reviews and background investigations. • Generating and distributing a variety of Human Resources reports on a regular and recurring basis. Uses reporting software to research personnel records/data and submits information as needed for reports and data calls. • Drafting vacancy announcements, reviews applicant qualifications, create certificates of referral and sends applicant notifications for assigned vacancies.

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-07, if you possess the specialize experience.Specialized Experience for the GS-07One year of experience in either federal or non-federal service that is equivalent to at least a GS-06 performing two (2) out of three (3) of the following duties or work assignments:1. Experience coding and processing various types of personnel actions ensuring accuracy and compliance.2. Experience scanning and uploading documents to employees' Electronic Official Personnel Folder (eOPF) or a similar system, ensuring that documents are legible and indexed in accordance with regulatory guidelines.3. Experience providing assisting with on-boarding new employees.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in personnel coding and processing procedures to manage the appropriate disposition of personnel forms and related documentation.2. Knowledge of Human Resources regulations, principles, policies, rules and terminology to research, analyze and organize facts related to a variety of situations, respond to a variety of Human Resources-related inquiries, resolve technical discrepancies and provide advice/make recommendations in support of one or more Human Resources specialty area(s) or program(s).3. Knowledge of personnel record keeping procedures and organizational structure to maintain personnel references and/or organization files. Practical knowledge of the Privacy Act and Freedom of Information Act to assure confidentiality of documents and records and to safeguard all personnel and payroll information.4. Knowledge of all Human Resources program specializations (recruitment, staffing, placement, position classification, position management, and compensation) and their inter-relationships to provide Human Resources support services to the Director, Human Resources Supervisor and Human Resources Specialists.

Specialized Experience for the GS-08One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:1. Experience training and/or assisting others in coding and processing various types of personnel actions ensuring accuracy and compliance. 2. Experience maintaining personnel records; scanning and uploading documents to employees' Electronic Official Personnel Folder (eOPF) or a similar system. 3. Experience providing assistance and/or answers to recurring Human Resources-related questions as it relates to on-boarding new employees. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Skill in Human Resources systems including Web Federal Personnel/Payroll System (WebFPPS) and Workforce Transformation Tracking System (WTTS) or similar systems in order to affect the full range of personnel/payroll actions, troubleshoot processing errors and suspense issues, create/generate reports upon request.2. Knowledge in all Human Resources program specializations (recruitment, staffing, placement, position classification, position management, and compensation).3.
