This position serves as Program Specialist for Mental Health Service that has primary responsibility for management of the (1) Training Management System (TMS); (2) Disruptive Behavior Training. Serves as primary contact and advocate for TMS; designs reports as required for individuals in Mental Health; links education curriculum with medical center mission and strategic directives.
Duties
Serves as primary contact and advocate for TMS; designs reports as required for individuals.
Links education curriculum with medical center mission and strategic directives; ensures education requirements at facility are included in TMS system set up and management; create assignments of appropriate training to local users, through the use of assignment profiles.
Troubleshoots issues with all local users, and with national TMS administrators and Technology Management Staff.
Performs program analysis, development, review, research, design, and contact work as possible with various agencies.
Provides technical support for TMS; coordinates with ITSL & ADPACs to troubleshoot issues regarding the TMS and on-line training.
Completes Workplace Risk Assessments; certify all PMDB trainers at all VHA facilities.
Conducts annual training needs assessment for issues related to violence in the workplace.
Coordinates all PMDB, Violence Prevention in the Workplace Training and sexual assault awareness training including the coordination of classes in the Training Management System (TMS), submitting appropriate documentation to EES
Ensures adequate numbers of facility trainers are available to meet facility training needs.
Conducts PMDB training classes in conjunction with other facility PMDB trainers and accurately document all training conducted.
Completes training plans; setup locations to host facility classes and facility train-the-trainers; request approval from the medical center director for the PMDB facility schedule; send out schedule to staff along with providing TMS registration instructions; complete the PMDB facility after-action reviews for each class; complete the PMBD faculty checklist.
Ensures all participants complete the survey, receive credit in TMS and their certificates are received.
Re-certifies all PMDB trainers in the facility; complete yearly Workplace Risk Assessments; certify all PMDB trainers at all VHA facilities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration Other Status candidates
Work Schedule: 7:30AM to 4:00 PM Monday through Friday, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 5. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
GS7:
Interpret and analyze information in order to arrive at a logical conclusion.
Communicate effectively, both orally and in writing with all employees and, to interact and relate to people of varied educational and professional backgrounds.
Compile and summarize information and data to resolve issues based on interpretation of applicable regulations and procedures.
Plan, organize and implement assigned tasks to meet deadlines.
Must have clinical background.
GS 9:
Experience in communicating in a manner which reflects understanding and tact and is alert and responsive to all that he/she deals with while conducting daily tasks.
Experience in effective oral and written communication skills to provide instruction and resolve issues and to develop reports.
Experience in following and interpreting guidelines and policies, establishing priorities, manage multiple priorities and troubleshooting complex program problems.
Experience with resolving recurring and non-recurring problems with computers.
Experience in CPRS and TMS; MS Word and Excel or comparable word processing and data analysis Software.
Strong verbal presentation and communication skills.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
GS 7: 1 full year of graduate level education or superior academic achievement.
GS 9: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education.
