The primary purpose of the Associate Group Practice Manager (AGPM) is to assist the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) in providing operations oversight of ambulatory care services to assigned services as it relates to access to care as applicable. The AGPM is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics.

Duties

Duties include but are not limited to: Work with Veteran Experience Advocates at the assigned campus and associated CBOCs to evaluate patient and family concerns regarding the access to services needed. Coordinate efforts in collaboration with ACOD-GPM and other AGPMs to ensure the program is aligned with national requirements, including the My VA. Ensure that processes and procedures developed are data driven. Evaluate and recommend changes for continuous process improvement. Identify, define, and prioritize customer service tools, process improvement and training opportunities. Interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership. Perform demand/capacity analysis, templating and scheduling of ambulatory care clinical services. Monitor profile indicators to eliminate issues with Recall, Delinquency, Missed Opportunity Rates, Electronic Wait Lists or Veterans Choice Lists. Use Advanced Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads. Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives. Analyze and interpret complex data. Research and prepare comprehensive reports. Provide oversight analysis of assigned services as they formulate and develop annual budget planning and staffing plans for outpatient care. Act as a liaison or point person for communications with persons and/or groups internal to the VAMC, speaking for the principal on Clinical Access issues. Work with GPM and provide feedback and assistance in the development of both long-term and short- term policies and plans for the VAMC and assigned services. Work Schedule: Monday - Friday 7:30 AM - 4:00 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 2+ years of clinical administrative experience. Perform market analysis, conduct internal/external comparative audits, monitor utilization rates and make sound recommendation based on findings in VSSC. Gather data, and monitor workflow of Ambulatory Care clinical productivity and efficiency and make recommendations for enhancement/ improvement. Analyze problems and use sound judgment to identify solutions that meet the overall mission of Ambulatory Care. Develop data management procedures and systems that produce accurate reporting of Ambulatory Care expense/revenue and workload. Support the GPM in the development, implementation, and tracking of short-term and long-term clinic business plans. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC pentad, Clinic Leads, Administrative Leads, and other clinic personnel.
