This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
FUNCTIONS OF THE POSITION
Program Management
a. Utilize strict accounting practices to maintain an accurate budget. Provide upper management with quarterly, monthly and often daily updates on budget status. Maintain sufficient inventory for the needs of the Medical Center, yet not exceeding budget allowance.
b. Incumbent presents upper management on a routine basis: expenditure reports, cost analysis, stock usage, budget forecast, drug shortages, drug recalls and new product cost impact.
c. Incumbent is a purchase card holder and complies with all the acquisition regulations, both Federal, VA and local to include small business and mandatory sources. Makes individual purchases not to exceed $10,000 unless specifically authorized to do so by Organization Program Coordinator (authorizing official) Manager.
d. Functions as a Contracting Officer's Representative (COR) and prepares contracting requests for Pharmacy Service.
e. Provide direct oversight for the accountability of expired or soon-to-expire medications held for return for credit. Ensures all items are secured and monitored through the time of pick up by the contracted reverse distributor to reduce possibility of undetected loss, theft, or misuse. Maintain a running inventory list of non-controls for tracking purchases to be used in reconciliation of invoices to maximize revenues received through credits.
f. Provide clinical judgement in considering cost-effective alternatives within the National Formulary for drug shortages due to backorders or recalls. Collaborate with providers in the respective specialties to determine alternatives for items on long term shortage.
g. Serves as the Cache Manager for the Pharmacy Drug Cache ensuring cache inventory are maintained, secured, and appropriately stocked for emergency situations.
h. Receiving and verifying correct shipment of pharmaceuticals. Incumbent must make immediate reconciliation for incorrect shipments and coordinate a correction with the vendor.
i. Assuring correct storage requirement of pharmaceuticals. Refrigerated or frozen items must be placed into proper storage in a timely manner. MSDS must be maintained for hazardous materials and all pharmaceuticals with the exception of
tablets and capsules.
j. Incumbent will oversee purchases of medications from Prime Vendor on a daily basis. Determine status of medications to be purchased and exercise judgment as to contract availability, generic substitution, bottle or package size, most cost effective source, as well as consideration of quantity and quality of product.
Clinical
a. Reviews the patient's medication profile prior to dispensing medications. Screens drug profiles for normal dosing range and drug interactions, recognizing the special drug considerations of the age and stage of life of the patient. Reviews poly prescriptions for drug synergism and duplication. Consults with prescribers on course of action when indicated.
b. Counsels patients and family members concerning directions for use, side effects, precautions, and the need to strictly follow the regimen.
c. Monitors patient profiles and ensures contained information is correct and up to date, including any history of drug interactions.
d. Provides consultation to MD's, DO's, DPM's, OD's, PA's, FNP's and other health professionals on basic information about drug therapy.
Supervisory
a. Responsible for assessing, planning, and evaluating the pharmacy procurement and pharmacoeconomic programs to ensure that all Federal, VHA, and local acquisition regulations are followed with proper coordination between the delivery of Pharmacy services and the overall delivery of health care.
b. Provides direct supervision of the duties of all Pharmacy Pharmacoeconomic Pharmacists, Procurement technicians and the Supply/Prosthetics technicians.
c. Interviews prospective pharmacists and technicians to determine their suitability for vacancies. Works directly with the Pharmacy Supervisors when disciplinary action may be warranted.
d. Establishes section goals and objectives consistent with department and medical center goals, and develops the operational plans and policies to achieve them. Assists in the creation, review, and updating of pharmacy procedures for procurement related items. Assists the Chief and other pharmacy supervisors in establishing and accomplishing the pharmacy's missions and goals.
Work Schedule: 7:30am to 4:00PM Monday- Friday; weekends, holidays or varying tours of duty may be required depending on the needs of the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education :(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. ( Must submit a copy of active/current license)
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ? 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

To be qualified for this position at the GS 13 level, you must meet the following requirements:
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.

You must demonstrate the following Knowledge, Skills, and Abilities (KSA):
1. Ability to effectively supervise subordinate staff.
2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
3. Expert understanding of regulatory and quality standards pertaining to pharmacy.
4. Skill in managing people or programs.

Physical Requirements: This position requires moderate carrying of 15-44 pounds; reaching above the shoulder, use of fingers, both hands, walking 4 hours, standing 8 hours, both legs, near vision (correctable), both eyes, ability to distinguish basic colors, shades of colors, and hearing without aid.
