Duties

This position is located in the Alaska Regional Office in the Facility Management Division. Duties include but are not limited to the following: Serves as the Alaska Region's Subject Matter Expert (SME) in all facets of the Facility Management Program (FMP) including but not limited to FMSS, FCAS, CRV, API, PST and PAMP's. Trains and assists the parks in further development of their FMSS data, project development via FMSS and the PST and the development of useful PAMP's for each park. Implements and monitors the Alaska Regional segment of the service wide FMSS/FCAS programs. Coordinates with parks, other Support/Regional Offices, and the Alaska Regional Director's staff to establish goals, set priorities, identify park planning needs, and formulate annual strategies for maintenance and develop a consistent FMSS/FCAS/PST/PMIS databases throughout the region. Actively participates in the FMSS/FCAS/PST training programs and may serve as a trainer. Trains and mentors new park FMSS/FCAS/PST Points of Contact as they become familiar with the related business practices and software. Trains Regional Program Leads and Coordinators to access FMSS/FCAS/PST information pertinent to their respective programs. Together with other Regional FMP Coordinators, develops and recommends business practices which support and strengthen the nationwide Facility Management Process. Has primary responsibility to validate park business practices and data integrity, as related to FMSS/FCAS, including monitoring and auditing the parks' use of special funding, such as base increases, targeted for FMP use only. Assists parks in creating and maintaining the FMSS database in order to achieve park, Regional, NPS and Departmental goals of reporting accurate and pertinent information in relation to park needs as they relate to Maintenance and Construction. Manages regional FMP budget, planning for staffing and travel requirements to complete the mission within the allotted budget. Works closely with the Washington Office to develop a unified, credible method of reporting and monitoring service wide maintenance backlog needs for both congress and the Department. Provides effective communication with the Regional Chief of Facility Management and Regional Directorate in order to provide information, data status, and possible concerns in reference to park informational data collected with FMSS/FCAS. Notifies the Regional Chief of Facility Management of crucial decision points and provides appropriate potential solution. Acts as liaison between the Regional Directorate and parks to provide Regional Maintenance data and information to the Washington Office upon request. Provides professional advice and services to the parks on data collection and methods of tracking and employing database information. Works as the regional Housing Manager, assisting park in the interpretation of housing guidelines. Duties will be developmental in nature at the GS-11 level. Qualifications

All qualifications must be met by the closing date of this announcement-08/14/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the federal service (obtained in either the public or private sectors). Examples of specialized experience include evaluating planned and actual cost of all work orders and updates; reviewing, analyzing, and prioritizing asset needs, and providing project recommendations to the facility manager; coordinating FMSS work orders and estimates for park projects. You must include hours worked per week in your resume. -OR- EDUCATION: A Ph.D. or equivalent doctoral degree, or at least 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Education must be in a field of major study that is directly related to the work of the position, or other closely related subjects pertinent to the position. You must include a copy of your transcripts with your application. -OR- A COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION: To calculate your percentage of qualifying graduate education, divide your number of credit hours in excess of 36 semester hours by 18 semester hours, or the number your school uses to represent one year of full time graduate academic study. For quarter hours, divide your number of credit hours in excess of 54 quarter hours by 27 quarter hours, or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include a copy of your transcripts with your application and the hours worked per week in your resume. Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
