About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Resources and Strategy Division, Charlottesville, VA 22911.

Duties

This is a developmental position, hiring at the GG-09 level, with a full performance level (FPL) of GG-11. Performs budgetary and administrative functions required in the formulation, execution, and review of assigned portions of the appropriated fund budget of the NGIC. Interprets dollar guidance received from DoD, HQDA, and the MACOM, and the Resource Manager, Chief of Staff and the Director on its implementation. Analyzes budget estimates and supporting data provided by Directorates and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within the resource programs. Develops budget estimate for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget. Monitors obligations and expenditures for base support functions and verifies timely processing in accordance with established work plan and regulator/controls. Determines availability of funds and distributes funds to ensure maximum utilization throughout the fiscal year. Provides advice and assistance to the Directorates and serves as the central point of contact between the Directors and the NGIC's Resource Manager. Processes travel authorizations utilizing the Defense Travel System (DTS) as a reviewing officer; ensures accounting information is correctly applied and ensures authorizations and vouchers comply with the Joint Travel Regulation (JTR).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) travel may occasionally be required.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This is a Financial Management Certified Level 2 (FMC02) position which requires the incumbent to obtain certification within a prescribed timeframe. Failure to do so may subject the incumbent to adverse action.

(2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience with budget analysis/execution and allocation of funds as determined from budgetary guidance and by historical reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
