The primary purpose of the position is to administer and score psychological test batteries used to evaluate cognitive, neuropsychological, behavioral, and emotional status of eligible beneficiaries. This position is organizationally aligned under the Mental Health Division at the Clement J. Zablocki VA Medical Center, a complexity level 1A facility. The incumbent for this position is assigned to the Acute Mental Health program.

Duties

Serves as a team leader ensuring that the work assignments of the other employees of the team are carried out by performing a range of duties such as: Distributes and balances the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested. Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Gives on the job training to new employees in accordance with established procedures and practices. Maintains a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up. Checks on work in progress or spot checks work not requiring review and reviews completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met. Administers and scores intellectual and personality questionnaires such as the Minnesota Multiphasic Personality Inventory, Million Multiaxial Clinical Inventory, and other less structured tests. Interviews patients to collect data on demographics, military history, current living situation, and the veterans' perceptions of medical, psychiatric, and substance abuse problems. Compiles this information in the format required for program evaluation purposes. Compiles the test data, and after checking possible errors, prepares a summary sheet listing the test findings to be given to the staff psychologist for his/her interpretation. Carefully observes behavior of individuals being tested and modes of responding to ensure that testing behavior does not invalidate the results. Notes unusual behaviors and incorporates these with test results to ensure accurate interpretation. Administers and scores educational, vocational and avocational tests to assist in the vocational rehabilitation of patients. Assists in the training of psychology students by providing demonstrations of appropriate test administration and scoring procedures. Participates in administering psychological tests for research projects, as well as for clinical purposes. Maintains a comprehensive and accurate log of evaluation referrals, including dates services were provided and any factors influencing the timely completion of these services. Participates in quality assurance and improvement activities of the Mental Health Division and the medical center. Other duties as assigned by the supervisor or Division Manager. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Education Requirement: You must possess a Bachelor's degree from an accredited college or university with a major in an appropriate social or biological science, which included or was supplemented by 12 semester hours in psychology. (TRANSCRIPT REQUIRED) In addition to the basic education requirement listed above, you must possess one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to technical work under the direction of a professional psychologist in a program of professional services, training or research. This includes experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists. . OR Education: Successfully completed one (1) & a half full year of graduate study in psychology in an accredited college or university or Superior Academic Achievement (S.A.A). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demand of the work are generally minor. The work is primarily sedentary, although the stress involved in dealing continually with persons in emotional distress and who may be uncooperative and occasionally assaultive, makes notably more demanding than most sedentary jobs.
