The incumbent is the Special Assistant to the Deputy Assistant Secretary for the Passport Services (DAS) Directorate. The incumbent serves in an advisory and facilitative role to help plan and execute the Directorate's mission, vision, goals and objectives. The work of the Directorate focuses on coordinating policy and operational improvements to enable the U.S. Government (USG) to achieve effective and timely passport issuance, with document integrity assured.
Duties
Oversees the work of a multi-person, contract support staff.
Advises the DAS of obstacles to achieving timely, successful implementation of approved/announced program services/changes and devises plans/option to overcome those obstacles.
Identifies problems, issues, trends, etc. that need to be addressed, monitored, measured and evaluated.
Organizes and provides training to employees on standards and expectations for drafting executive correspondence.
Reviews and analyzes new or proposed legislation and federal regulations to determine potential impact on program operations and management.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing and revising management policy and guidance documentation.
Experience facilitating communication of program, policy and operational guidance to a broad audience.
Experience developing, preparing, and coordinating correspondence, briefings, reports, and other documents for internal and external audiences.
There is no substitute of education for specialized experience for the GS-14 position.
