Duties
This position is within the Cheltenham Administration Division (CAD), under the Mission and Readiness Support Directorate (MRSD), and located in Cheltenham, Maryland.
Requirements

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- You may be required to work weekends and federal holidays.
- Overtime work may be required.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and annual physical examination that measures your visual, hearing, and physical acuity.
- You will be required to obtain and maintain all training for a Contract Officer’s Representative Level III certification.
- This is a bargaining unit position.
- Must be able to obtain and maintain a valid OSHA 30 certification.

Selective Placement Factor: In order to be considered for this position you must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification.
In addition to the Selective Placement Factor:
You qualify for the GS-09 grade level if you possess one of the following:
1. At least one year of specialized experience equivalent to at least the GS-08 level in the federal service performing work directly related to construction, interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. OR
2. Successful completion of two full years of graduate education (36 semester hours) or a master’s degree from an accredited college or university that is directly related to the work of the position to be filled. OR
3. An equivalent combination of education and experience. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-08 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
If this position is filled at the GS-09 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.
In addition to the Selective Placement Factor:
You qualify for the GS-10 grade level if you possess one of the following:
1. At least one year of specialized experience equivalent to at least the GS-09 level in the federal service inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; explaining standard requirements of plans and specifications to contractors or customers. OR
2. Successful completion of two and a half years of graduate education (45 semester hours) from an accredited college or university that is directly related to the work of the position to be filled. OR
3. An equivalent combination of education and experience. Only graduate education beyond the first 36 semester hours will be combined with the specialized experience.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-09 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
If this position is filled at the GS-10 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.
In addition to the Selective Placement Factor:
You qualify for the GS-11 grade level if you possess one of the following:
1. At least one year of specialized experience equivalent to at least the GS-10 level in the Federal service maintaining surveillance of construction work; identifying deficiencies in performance of the contractor; participating in pre-construction conferences and reviewing construction contract plans and specifications and amendments. OR
2. Successful completion of three full years of graduate education (54 semester hours) or a Ph.D. from an accredited college or university that is directly related to the work of the position to be filled. OR
3. An equivalent combination of education and experience. Only graduate education beyond the first 45 semester hours will be combined with the specialized experience.
If this position is filled at the GS-09 or 10 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-10 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
