This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, Office of Health Policy, Division of Health Care Quality and Outcomes, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Health Science Analyst, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation (ASPE) to optimize business results and customer experience by:
Overseeing staff that conduct a variety of quantitative and qualitative assessments to estimate the costs, benefits, and impacts of a range of Administration and Congressional initiatives. Integrating the information obtained into the development of public health and science proposals.
Conducting and overseeing studies and evaluations of program activities. Monitoring program activities, functions, and organizations to determine whether collaborative relationships are optimally effective in ensuring maximal participation and support from internal and external customers and partners.
Being responsible for planning, conducting and/or directing analyses of a wide range of highly complex and technical activities quality measurement and improvement, provider and plan public reporting and performance monitoring,
health informatics, and patient centered outcomes research.
Initiating and directing communication with different organizations in the government, voluntary, professional, and private sector which may share public health interests. Serving as liaison for external agencies, academia, and business and labor
organizations concerning the Office of the Secretary Patient-Centered Outcomes Research Trust Fund (OS-PCORTF) priorities.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
Must have at least a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
AND
Additional Qualification Requirement: In addition to meeting the Basic Qualification Requirement above candidate must also:
Have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service that includes performing at three (3) of the following:
1) Managing diverse research projects having local or national collaborations, scope, and impact.
2) Overseeing the development and/or evaluation of public health or clinical programs.
3) Developing plans for the resolution of major organizational and operational issues.
4) Collaborating with key stakeholders to develop health data (e.g. survey, electronic health records, administrative, etc.) for research and analysis.
