This position is located within the U.S. Department of Agriculture, Office of Assistant Secretary for Civil Rights, Center for Civil Rights Operations and Center for Civil Rights Enforcement.
The incumbent performs assignments requiring expert knowledge and understanding of administrative, secretarial, and management functions for a Division Chief within OASCR.
Duties
Serves as key administrative advisor to ensure administrative compliance with complex USDA guidelines, internal policies, and internal controls.
Works closely with divisional staff and management to track project status and deliverables and to ensure responses to deadlines are met.
Develops criteria for identifying and analyzing Division progress trends in assigned administrative operations activities, and for measuring effectiveness in achieving objectives and goals.
Develops and coordinates issuance of memoranda and documents, ensuring the integrity of sensitive and confidential information.
Reviews correspondence, briefing materials and other documents for accuracy, and for consistency with the goals and objectives of the supervisor.
Gathers information related to a wide variety of program issues and assembles and analyzes this data as it relates to the needs of the supervisor.
Serves as the administrative liaison with other OASCR Divisions and for the purpose of receiving, disseminating and exchanging information in support of staffing Director documentation for action.
Provides advice and assistance to management on methods for improving the effectiveness and efficiency of the Division's internal administrative procedures.
Serves as a liaison between the supervisor and the administrative staff of the office, speaking with authority delegated by the supervisor.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-09: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience (1) Providing administrative support to staff; (2) Preparing, reviewing, or managing correspondence; and (3) Communicating with customers and internal staff.

Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts).

Education
Graduate education may be substituted for specialized experience at the GS-09 levels as described above.
