This Interdisciplinary, GS-13, serves as assistant chief for the construction branch within the Engineering and Construction Division located in Rock Island, Illinois. This may be filled under any of the following occupational series, depending on the qualifications of the applicant and needs of the agency:
Supervisory Architect, 0808
Supervisory Civil Engineer, 0810
Supervisory Environmental Engineer, 0819
Supervisory Mechanical Engineer, 0830
Supervisory Electrical Engineer, 0850
Duties
Provide advice and develop formal guidance to Area and Resident Engineers on all aspects of construction quality assurance.
Oversees and/or personally performs pre-award reviews of solicitation documents for biddability, constructability, operability, environmental and sustainability compliance.
Plans, organizes, coordinates, schedules, and reviews work of the branch office.
Maintains constant surveillance over work progress, issues, and action taken, and ensures schedules are met.
Coordination with Programs and Project Management Office in the formulation of construction programs, schedules and compilation of construction related reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be required to sign a mobility agreement as a condition of employment. One year trial/probationary period may be required.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- Professional Engineering OR Architectural License (or proof of registration) must be obtained within 18 months of being hired.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II in the Acquisition Career Field Facilities Engineering within 24 months of entrance on duty.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the GS-12 level to include experience providing technical and administrative field control over construction being performed by contractor and subcontractors, such as interpreting plans and contract requirements and maintaining the continuing inspection of operations, conducting preconstruction conferences and advising contractors of contract requirements and general manner in which work is to be accomplished, etc.; experience making on-the-site decisions regarding compliance with contract provisions and environmental harmony and exercising engineering judgment where practical solutions to problems are encountered; and/or experience in providing technical oversight and guidance to construction inspectors and representatives.
