Duties
You will write instructions and notices explaining compliance requirements for environmental laws.
You will brief officials (e.g., military, civilian, contractors, federal, state agencies) on matters related to environmental compliance.
You will develop alternatives to resolve problems related to resource management or environmental planning.
You will review planning documents (e.g., Master Plans, Capital Improvement Plans, Special Studies) to identify environmental problems.
You will develop conservation plans to resolve land use and resource conflicts.
You will conduct site investigations and surveys to determine feasibility of construction and remedial action proposals.
Requirements

- Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree is required.
- This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
To be considered for GS-12:In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance on Endangered Species Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, National Environmental Policy Act, Sikes Act, and National Historic Preservation Act for construction and community planning projects; 2) Interpreting environmental regulations to ensure compliance with federal, state, and local programs concerning environmental documentation for facility projects and community planning; 3) Evaluating proposed facilities and/or projects against environmental, culture resources and natural resources compliance requirements; 4) Developing mitigation measures for major environmental problems/impacts; and 5) Serving as environmental representative for facility/community planning projects that are controversial in nature. Specialized experience must demonstrate the following: 1) Drafting environmental planning, natural resources and cultural resources documents to include, but not be limited to, Environmental Impact Statements (EISs), Environmental Assessments (EAs), Categorical Exclusions (CATEX), agricultural out-lease plans, Integrated Natural Resource Management Plans (INRMPs), Integrated Cultural Resources Management Plans (ICRMPs), and cooperative agreements; 2) Provide solutions to identified problems that may be complex, controversial or politically sensitive for construction and/or mission support projects/programs; and 3) Ensure compliance with federal, state, and local programs concerning environmental documentation for facility projects and community planning. Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicant must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
In lieu of specialized experience at the GS-11 grade level, you may also meet minimum qualifications with the below education:
Have successfully completed a Ph.D. or equivalent doctoral degree in a related discipline appropriate to this position.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a related discipline appropriate to this position.
OR
Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
