The Digital Communications Technologies Specialist has a unique opportunity to influence the FTC's digital outreach. This position on the Web and Digital Strategy Team in the Office of Public Affairs (OPA) implements new approaches to digital communications and runs day-to-day content operations for FTC.gov. OPA devises and implements public affairs and communication campaigns that promote the FTC's dual mission of protecting consumers and ensuring competition across the economy.
Duties
As the Web and Digital Strategy Manager will perform the following duties:
Responsible for establishing clear goals and direction for the ongoing development of FTC.gov, and for conceiving, overseeing and executing projects and initiatives that best support the website's functionality and future evolution.
Works closely together withthe Office of the Chief Information Officer (OCIO), the Office of the Chairman and the Commissioners and other stakeholders throughout the agency.
Plans and ensures effective execution of the work of the OPA Digital Team.
Advises and recommends potential projects and initiatives to the OPA Director and Deputy Director to improve the functionality and usability of the website.
Provides expert technical and analytical guidance to enhance the impact and effectiveness of FTC.gov as well as technical day-to-day oversight over the OPA Digital Team. This requires the Website Manager as the technical expert to prioritize, manage, distribute and review the Digital Team's work to be accomplished in the management of the FTC website.
Leads and supervises the Digital Team's ongoing effort of gathering input and feedback from the Bureaus and Offices within the FTC, and of building consensus for the website's ongoing development, while balancing the needs of stakeholders across the agency.
Plans work to be accomplished by Digital Team staff, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Gives advice, counsel, or instruction to employees on both work and administrative matters, and evaluates the work performance of Team staff. Interviews candidates for Digital Team positions that are open; recommends appointment, promotion, or reassignment to such positions.
Oversees web-related contract work on maintenance and development of FTC.gov, setting standards and parameters for contractor work and ensuring that work meets standards for acceptability of contractor products and services.
Works in conjunction with the Bureaus and Offices agency wide on the development for various web related projects from concept to completion.
Serves as the Contracting Officer Representative (COR) on website contracts. Performs a wide range of technical input and oversight tasks. This includes ensuring contractors comply with all of the requirements of the statement of work, specifications, or performance work statement and regularly provides technical direction to the contractor's project manager.
The role also requires familiarity with the latest Web technology, publication manuals, Web page template generation, or authoring procedural documentation (i.e., HTML, Drupal).
Responsible for developing and enhancing standard operating procedures (SOPs) in conjunction with OPA and OCIO staff to improve processes, and reports on progress of various web projects and initiatives. Responsible for other projects and duties as assigned.

Qualifications
To qualify for the Web and Digital Strategy Manager at the GS-15 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: oversees all phases of projects including development, design, testing and production, ensures compliance with all applicable federal government privacy guidelines. Knowledge of latest Web technology, publication manuals, Web page template generation, and/or authoring procedural documentation. Ensures compliance with all applicable federal government privacy guidelines experience using the Drupal web content management system to create and manage website content for a government agency or large organization; creating, modifying, and posting web content in a Drupal environment on a daily basis; making changes to website structure, presentation and functionality in a Drupal environment; creating sites and managing user permissions in a Drupal environment; fielding requests from internal customers for modifications to content and sites in a Drupal environment. Manages contracts and overseeing contract work that is critical to the maintenance and development of the website, Applicants must have demonstrated knowledge of and at least three years of experience using the Drupal web content management system to create and manage website content for a government agency or large organization, responsible for enterprise level web/digital communications for a government agency or large organization.
