You will serve as a PROGRAM ASSISTANT in the Housing Service Center, Warfighter and Family Readiness (WFR) Department of US NAVAL BASE GUAM.
Duties
You will serve as a Subject Matter Expert (SME), principal advisor, program analyst, and/or project manager for the spectrum of NBG Housing Service Center.
You will prepare annual, special, and supplemental budget estimates and justifications based on past and future requirements.
You will assist with the development of automated systems supporting requirements and operations.
You will plan and conduct special studies and provide recommendations to management.
You will participate in and advise on a wide range of program specialty identification codes (SIC) to identify and rectify systemic/programmatic issues in assigned programs.
You will prepare information, verbal reports, and other correspondence to present to higher authority including CNIC and other agencies.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Providing financial management assistance including resource planning and development for a housing program;
- Performing mission support such as statistical research and performance measurement; information systems; budget methodology and control; OR budget management.
