Duties
The United States Space Force (USSF) Headquarters Space Force Command (HQSF) Chief Strategy & Resourcing Office (CSRO) at the Pentagon is searching for a Management and Program Analyst (NH-0343-04).
Description:
This position serves as the subject matter expert and Action Officer for HQ Space Force Operational Capability Requirements Directorate. You will develop and manage formal space requirements for capability development to the Joint Warfighter from inception to acquisition. A dynamic work environment in which you will collaborate and confer with all levels of the enterprise- from Deltas to OSD entities.
Responsibilities:
- Represent Headquarters Space Force for Space Forces (SF) requirements within the JCIDS process.
- Serve as the Space Force lead for one or more of the Spacepower Core Competencies: Space Security, Combat Power Projection, Space Mobility and Logistics, Information Mobility, and Space Domain Awareness.
- Advocate validated Space requirements within the Defense Acquisition System, the Planning, Programming, Budgeting, and Execution (PPBE) process, and the Congressional/Legislative Liaison process.
- Support the preparation of the Vice Chief of Staff of the Space Force for Joint Requirements Oversight Councils (JROC).
- Collaborate with the Chief Requirements Strategy Office (CSRO) in space capability portfolio management responsibilities.
- Formulate and execute SF policy for formal operational requirements and articulate views on capability development requirements.
- Provide subject matter expertise in Spacepower Core Competencies for various SF and Joint processes.
- Analyze and report progress on JCIDS requirements and capability development processes.
- Coordinate with internal and external stakeholders to ensure space support equities are considered in decision-making processes.
- Maintain continuous liaison with other service headquarters, DOD offices, Joint Staff, and Field Commands to integrate Space Force capability development actions.
- Prepare senior leaders for presentations, testimony, and discussions in various forums.
Ideal Candidate:
- Knowledge of requirements development and experience in Missile Warning/Missile Tracking mission area highly desired
- MAJCOM/FLDCOM experience
- Extensive experience in space operations and program development
- Excellent communication and presentation skills, with the ability to interact with stakeholders at all levels.
- Strong analytical and problem-solving abilities.
Key Skills and Abilities:
1. Expert knowledge of Joint Staff and Space Force operational capability requirements development processes and knowledge of the Department of Defense Planning Programming Budgeting and Execution process and Acquisition processes.
2. Knowledge of the Joint Capabilities Integration and Development System (JCIDS).
3. In-depth knowledge of the relationship of the various Space Force entities, to include Intelligence, involved in overall planning and execution of military operations and evaluations, and the way the directorate processes supports them.
4. Ability to define, direct, or lead highly challenging projects/programs.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.

- Incumbent is required to obtain and maintain a Top Secret Critical Sensitive security clearance.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- May be required to work overtime on an unscheduled or emergency basis.
- May be required to travel by military or commercial aircraft in the performance of TDY assign.
