This position is located in the Infrastructure, Environment and Private Sector, Department of Compact Operations, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-12/13.

Duties

Performs a variety of assignments associated with the management and oversight of the design, development, and implementation of infrastructure programs and projects in MCC Compacts. Works as part of multi-disciplinary country team overseeing country programs involving projects in one or more infrastructure sub-sectors (transport, water supply and sanitation, water resources, energy, and vertical structures, etc.). Prepares plans for Compact infrastructure programs and projects in development and in implementation including project scheduling, budgeting, change management, contract administration, and project controls. Oversees projects in context of complex political, environmental, social, and health and safety contexts or other variables and unknowns affecting planning, design and operational criteria. Monitors and tracks and anticipates project challenges and pro-actively proposes options to address them and provides status reports to senior staff. Participates in the design and development of Compacts, including technical assessment of constraints analyses, concept papers, and proposals; collection and analysis of data and information to finalize proposals etc. Assists in the formulation of budgets, drafts scopes of work, serves on evaluation panels, issues technical directives, reviews and accepts of consultants' deliverables and tracks billings in support of or in the capacity of the Project Monitor. Provides research and analysis on complex issues regarding the monitoring and evaluation of long-term infrastructure projects and programs affiliated with country compacts. Performs related duties as assigned.

Qualifications

To qualify for pay band 4B you must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11 or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: participating in the development and/or implementation of infrastructure programs in one or more of the following infrastructure sub-sectors: transport, water supply and sanitation, water resources, energy, and vertical structures; applying project management principles and tools involved in developing, scheduling, coordinating, tracking and managing projects and resources; developing budget or cost estimates and tracking billings/expenditures for projects and providing status reports to senior staff; and preparing and presenting information, orally and in writing, to a variety of audiences.. Note: This experience MUST be well documented within your resume or application. To qualify for pay band 4A you must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: participating in the design, development, and implementation of international development infrastructure programs and operations in one or more of the following infrastructure sub-sectors: transport, water supply and sanitation, water resources, energy, and vertical structures; applying project management principles and tools involved in developing, scheduling, coordinating, tracking and managing projects and resources; developing budget or cost estimates and tracking billings/expenditures for projects and providing status reports to senior staff; and preparing and presenting information, orally and in writing, to a variety of audiences. Note: This experience MUST be well documented within your resume or application. Highly Desirable: Fluency in French (please include level of proficiency, speaking and writing, in your resume). PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
