THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a MOBILIZATION PLANS SPECIALIST, Position Description Number D0623000 and is part of the ND G3, National Guard.
Duties
As a Mobilization Plans Specialist, you will develop plans and coordinate preparations for mobilization and the deployment of available ARNG units.
MAJOR DUTIES: (this is NOT an all-inclusive list):
Analyzes the war plan missions assigned to the state's units and evaluates the capability of those units to meet requirements considering mobilization capability, readiness and other factors.
Analyzes United States Forces Command (FORSCOM) Mobilization and Deployment Planning System (FORMDEPS) directives to ensure STARC and unit compliance with established mobilization requiremente contained in these documents.
Responsible for actions with respect to mobilization planning to include review and analysis of higher headquarters (HQs) plans and directives and the development of policy guidance and implementing directives to subordinate units.
Analyzes and reviews the ReARMM unit life cycle model for accuracy of information impacting on the command.
Ensures the Mobilization Exercise Program is effective, sensitive to state specific missions and needs, and is coherently organized for effective implementation.
Acts as the mobilization POC for the Reserve Component Automation System (RCAS), coordinates staff studies and actions.
Represents the state at NGB, US FORSCOM, and other General Officer and Major Command mobilization and deployment conferences as required.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
- Males bon after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must possess and maintain a valid ND state driver's license.
- May occasionally be required to work other than normal duty hours; overtime may be required.
Qualifications
PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.
MILITARY GRADES: Officer (O3 and below); WO and Enlisted members who currently hold an OCS/WOCS certificate.
QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: The applicant must possess the experience, education, or training which provided a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems.
SPECIALIZED EXPERIENCE: The applicant must possess at least 36 months experience, education or training in: 1) program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions, 2) experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations, 3) experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; and 4) experience preparing written communications and oral presentations.

Education
Note: Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
