This position serves as a Program Support Assistant (OA) in Primary Care Service, Community-Based Outpatient Clinic (CBOC), at Veterans Affairs Pacific Island Health Care System (VAPIHCS).
Duties
As the Program Support Assistant (OA), you will:
Coordinate with COR in preparation of new contracts, contract renewals, statements of work, and other duties relating to vendors supplying services to CBOC.
Participate in the identification and resolution of problems concerning space, personnel, budget, and equipment needs for the CBOC.
Serve as liaison to Lessor/landlord and coordinates housekeeping, maintenance, and building repair activities with property managers.
Manage the scheduling of service and tracks/maintains receipts for contractors who provide cleaning, pest control, Bio-hazard waste disposal, etc.) remaining up to date on required TMS training to sign manifests.
Identify third party reimbursable service(s).
Update Emergency Call Cascade whenever a change in staffing occurs and Emergency Operation Procedure (EOP) documents at least yearly as well as assists Facility Emergency Preparedness coordinator with regular disaster drills, security alarm testing, satellite phone testing, etc.
Identify and initiate corrective action in delay of processing Veterans with appointment-at TAMC DOD facility or private sector, serving as the primary contact with medical staff in day-to day operations.
Serve as the Primary Point of Contact for VAPIHCS Facility management and contractors during remodeling, expansion, or clinic activation projects.
Serve as COTR (if applicable to CBOC location) and functions as the purchase card holder for the CBOC, managing CBOC budget and purchases through 2237 requests.
Complete Timekeeper (Time and Attendance) training and serves as Timekeeper for the CBOC and back-up timekeeper for other CBOCs when applicable
Maintain cost effective measures to assure maximum use of any budgetary support given to the CBOC and coordinates equitable distribution and efficient use of funds with CBOC Administrative Officer and CMO. - Assists with special projects and performs other duties as assigned.
Work Schedule: Monday through Friday 7am to 4pm * Tour of Duty is subject to change to meet the needs of the Agency

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Typing Proficiency: You must be able to type at least 40 words per minute.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Specialized experience includes: Verifying and entering information in health record; Maintaining confidentiality of information in accordance with the Privacy Act; Provides quality control checks on data; managing multiple projects and priorities and meets deadlines; using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues; Leading others including assigning work, training, resolving informal complains, etc.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
