The Iowa City VA Health Care System (ICVAHCS) is currently recruiting for one (1) Full-Time Registered Nurse - Nursing Supervisor position. The Nursing Supervisor Registered Nurse falls under the clinical pathway, as a direct care nurse, and reports to the Nursing Supervisor, Patient Care Services Service Line.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. The Nursing Supervisor (NS) provides oversight of patient care and staffing requirements for efficient patient care and flow throughout the health care system. The NS ensures safe, appropriate patient care staffing throughout the organization (clinical & procedural), as determined by factors including Hours Per Patient Day (HPPD) guidelines, patient acuity, turbulence, and external considerations. The NS assures patient flow through efficient and timely utilization of capital and human resources. The NS monitors performance improvement compliance, functions as a resource for patient care staff, and is responsible for pertinent records and reports to meet the needs of patient care services and the organization. The NS applies the nursing process to systems or processes at the unit/team/work group level to improve care. The NS creates a safe and healthy work environment by promoting safe patient handling strategic plans. The NS demonstrates the ability to utilize problem solving skills to identify, analyze, and resolve issues/concerns. The NS assures compliance with national patient safety goals and evaluates practice of self and others against standard of practice and relevant accrediting and regulatory bodies (i.e., professional nursing organization, nurse practice acts, Joint Commission, OSHA) and takes action to improve compliance. The NS participates in planning and implements effective educational programs for in-services, orientation, continuing education, and other personnel training in conjunction with the education department. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: At least one year of experience Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. ICVAHCS is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with visits to the Emergency Department and admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires up to the entire shift of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Incumbent is required to lift up to 45 pounds, as transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicle. This position requires heavy lifting (45 lbs and over), Heavy Carrying (45 lbs and over), Strait pulling (1 hour), Pulling hand over hand (2 hours), Pushing (2 Hours) reaching above shoulder, use of fingers, both arms/hands required or the equivalent required, walking 8-12 hours, standing 8-12 hours, crawling 0.5 hours, kneeling 1 hour, repeated bending (4 hours), climbing, legs only (0.5 hours), both legs required or the equivalent required, twisting (2 hours), ability for rapid mental and muscular coordination simultaneously, stooping, stretching (2 hours), near vision correctable at 13 to 16 to Jaeger 1 to 4, specific visual requirement (read medication label and equipment manuals), both eyes required, ability to distinguish basic colors, hearing (aid may be permitted) adequate to hear medical alarms/whispered voice, ability to perform Prevention and Management of Disruptive Behavior, patient lifting (mechanical assistance available), sitting (8-12 hours), ability to perform Basic Life Support, emotional and mental stability. Environmental factors include: outside and inside, dust, electrical energy, working around machinery with moving parts, working with hands in water, working closely with others, working alone, protracted or irregular work hours and repetitive use of hand hygiene.
