The Associate Director for Patient Care Services (ADPCS) is an Executive Leader who reports to the Director of the Iowa City VA Health Care System providing advice, management, and support as it relates to nursing services and collaborative leadership endeavors. The practice is of an executive nature, comprised of complex managerial and administrative components, associated with critical issues that influence the organization mission, health care and policy.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. The ADPCS participates in and cooperates with health care system, governing bodies, management, medical staff and clinical leaders in the health system's decision-making structures and processes. The ADPCS assists the Director in leading, organizing, developing, executing, and controlling the delivery and coordination of patient care services including direct oversight for many related departments and functions. The incumbent may serve as the Acting Director in the Director's absence. The ADPCS is accountable for the effective performance of Chief Nurses, Nurse Managers and nursing staff, the leadership development of all nursing staff, the development and implementation of clinical leadership roles at the point of care, and compliance with all applicable policies, regulations, and Nurse Professional Standards Board protocols. The ADPCS is the approving official for medical center nursing proficiencies. The incumbent has the authority and accountability for directing all nursing and assigned patient care services delivery, financial resources, and personnel. The ADPCS acts as the health care system's Nurse Executive and the chief spokesperson for the Nursing Professional Community, speaking on behalf of nursing to the same extent that other organizational leaders speak for their respective disciplines or departments. The ADPCS leads, collaborates, integrates, facilitates, and evaluates patient care and nursing services within the health system to achieve mutual achievement of patient centered care and organizational goals. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. ICVAHCS is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with visits to the Emergency Department and admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires up to the entire shift of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Incumbent is required to lift up to 45 pounds, as transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. This position potentially requires flexibility in schedule and assignments, as this is a 24/7 hospital. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicle.
