This position is located in the Office of the Medical Center Director and the primary purpose of this position is to serve as the Facility Onboarding Specialist performing a full range support for evaluation of sections as it related to onboarding. RELOCATION/RECRUITMENT INCENTIVE AUTHORIZED TO HIGHLY QUALIFIED CANDIDATE.

Duties

The Management and Program Analyst duties include, but are not limited to the following: Process oversight and Improvement: Participates fully with the Executive Leadership Team (ELT) in planning, operating and evaluating the comprehensive administra5tive process for the Director's Office, ELT and Executive Suite. Coordinates long-and-short term reviews of onboarding goals which may require an evaluation and analysis of the impact on services. Serves as a staff advisor to the Medical Center Director and applies management analysis techniques to convert broad generalizations to actionable goals. Develops detailed plans for achieving goals, measure progress toward goals, and establishes control systems for maintaining the gains achieved through analysis. Communicates on behalf of the Medical Center Director when assigned to various projects and initiatives. Participates in the development and compilation of major facility submissions such as surveys, project proposals, complex reports, action items, administrative inventories. Manages the onboarding process throughout the facility and coordinates with key staff from may different sections to properly track and evaluate the onboarding process. Assists with managing the Office of the Director's administrative staff and is responsible for reports, flow and timeliness of work. Develops position papers and decision documents representing the organization on a variety of issues such as onboarding nd time to hire within the system. Interprets administrative policies, develops and implement new policies, define administrative requirements, and provide advise to top management on related issues. Retrieves and gathers confidential data, organizes it, prepares it for the Medical Center Director and entire ELT to inform individual assessments and meetings with VISN personnel, Service Chiefs, and ELT members. Works with the Medical Center Director to accelerate strategy implementations nd change by means of the analysis and evaluation of the meaning and outcomes of national, VISN, and/or local data collections. Analyzes various reports relating to process improvement to ensure desired outcomes and selection of methods for measuring quality of services. Processes incoming nd outgoing materials such as correspondence, reports, memorandums, and other forms of written communication. Performs composition nd editing of letters, reviews correspondence for completeness, develops standards of form letters, replies to inquiries, and prepares various reports. Strategic Planning: Collaborates closely with VISN, service and section facility management to provide leadership and assistance in reaching program goals and initiatives. Assistant in the design and distribution of training materials, communication vehicles, and data collection instruments. Develops surveys nd performance metrics to help evaluate the onboarding process within the facility and will use the metric to determine rea(s) of improvement. Develops, administers, advises on, and resolves policy, program, and project issues associated with onboarding requirements for all paid and WOC staff. Participates on committees, task forces, and teams as the subject matter expert for onboarding related issues. Researches, collects, organizes, and displays data related to assigned initiatives and projects. Serves as the Facility Liaison for organizing and coordinating hiring and onboarding events, whether they be departmental or facility wide. Serves as a facility ADPAC Council Chair/Co-Chair. Budgeting and Policy Management: Provides for budgeting and policy management support to include budget oversight, justification and execution, financial management, and financial reporting. Participates with service managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to questions from the office. Upon consultation with service managers, forecasts budgetary needs for funding programs, major equipment, personnel land space allocation. Performs other related duties as assigned. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement. 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of a broad range of administrative directives, policies, regulations and precedents applicable to the administration of a clinical support service applicable to healthcare delivery systems; skill in the use of computer software equivalent to Microsoft Work, Excel, Power Point, Access, Outlook, SharePoint, and various databases; expert knowledge of human resources and administrative requirements and skill in collaborating with human resources management; knowledge of budget and fiscal management; skill in conducting analytical studies and projects relative to changes in the delivery of healthcare; skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations; skill in oral and written communications in order to prepare and present briefings, convey recommendations to management staff and attend meetings and conferences; and ability to develop guidance and directive for use by others. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office. The office is shared and located in an area available to walk in customers.
