The primary purpose of this position is to communicate information through the development and execution of large scale audiovisual productions (i.e. videotaped and live television programs; live and prerecorded radio broadcasts; motion picture films; and/or other similar productions) and serve as the MAJCOM Tier 2 video production support.
Duties
Uses audiovisual technology to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic.
Serves as the overall Production Manager for professional quality audiovisual productions.
Writes and edits original material collected from numerous outside sources where there is little, if any, direction as to the content and design; knowledgably guides customer through production process.
Edits broadcast quality audiovisual productions, utilizing digital editing systems; capable of incorporating quality graphics, photographs, text, and music during post production.
Assists in carrying out the public affairs program.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Audiovisual Production Series, 1071 and Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade, GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in using audio-visual technology to record sounds and images to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic; presenting information via live radio or prerecorded broadcasts to inform and entertain; managing aspects of overall production to include: designing productions within approved budgets; developing and executing production schedules; securing logistics for on-location shooting; selecting crew members; orchestrating actions of participants; determining selection, placement and angles of cameras; and monitoring/controlling technical quality of the product. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in communicating information through audiovisual means. Including knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of audiovisual production.
2. Knowledge of a wide range of principles, concepts, and practices of audiovisual production to independently perform complex assignments from inception to completion.
3. Knowledge of a wide range of sources of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services.
4. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems. Knowledge to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems.
5. Skill in operating a wide range video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment.
6. Ability to produce and direct a large scale audiovisual production; edit films, video, and scripts; and create computer images for audiovisual products using various production techniques, directing the actions of production crews and casts, and in composing complex live or prerecorded programs with multiple visual or audio elements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
