This position is located in the Washington, DC Commuting Area in the Office of the General Counsel, at the U.S. Agency for International Development (USAID).
Duties
Identifying and resolving LE legal issues and providing written and oral advice to staff based on case law and other research
Supporting litigation staff on active litigation cases. Providing day-to-day guidance and advice on litigation matters.
Serving as a subject matter expert for other Agency attorneys, including those advising overseas missions, on litigation.
Advising Agency staff on litigation policy formulation and
application.
Reviewing contracts, grants, cooperative agreements, and other obligating documents for legal sufficiency.
Collaborating with representatives from other U.S. departments/agencies and bilateral and multilateral organizations.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.
- You may be required to serve a one-year probationary period.
Qualifications
Basic Requirement:
You must be an active member of the American Bar Association in good standing in the District of Columbia, and/or a state or territory of the United States.
GS-12: You must have one year of post-Juris Doctorate (J.D.) legal experience in the Federal Service or private sector performing work related to the duties of the position described in the vacancy announcement. One year of experience refers to full-time work. Part-time work is considered on a prorated basis. Examples of qualifying experience for this position include: a) rendering legal advice on litigation and enforcement actions, b) representing an organization in legal proceedings and administrative hearings; c) leading paralegals and other support staff.
GS-13: You must have two years of post-Juris Doctorate (J.D.) legal experience in the Federal Service or private sector performing work related to the duties of the position described in the vacancy announcement. One year of experience refers to full-time work. Part-time work is considered on a prorated basis. GS-15: You must have five years of post-Juris Doctorate (J.D.) legal experience in the Federal Service or private sector performing work related to the duties of the position described in the vacancy announcement. One year of experience refers to full-time work. Part-time work is considered on a prorated basis. Examples of qualifying experience for this position include: a) rendering legal advice on litigation and enforcement actions, b) representing an organization in legal proceedings and administrative hearings; c) leading paralegals and other support staff.
Thorough knowledge of federal government contract law, the False Claims Act, suspension and debarment, the Freedom of Information Act, and/or the Administrative Procedure Act is highly preferred. Experience with complex civil litigation is also preferred. The successful applicant will possess superior oral and written communication skills as well as strong interpersonal skills, exhibit good judgment and function with minimal guidance in a highly demanding environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Education
This position does have a positive education requirement; therefore, transcripts are required.
A law degree (LL.M. or J.D.) completed at a school of law accredited by the American Bar Association (ABA) is required.
