This position Is primarily responsible for the daily activities of the Medical VA Careline (MVAC) located at all sites of care in the VA Finger Lakes Healthcare System, and Rural Health Clinics. This position is also responsible for the overall direction and implementation of broad program strategies, defined by the Care Line Manager, Associate Chiefs of Staff, Chief of Staff, and Medical Center Director.

Duties

Supervisory Functions The incumbent has overall responsibility for designated non-clinical Department Office employees and provides administrative operation support for clinical employees. Plans work to be accomplished by subordinates, sets and adjusts short term priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, with selective consideration given to the difficulty of the work and the capacity of the employee. Develops performance standard for employees. Evaluates work performance of subordinates. Gives advice, counsels or instructs employees on both work and administrative matters. Interviews candidates for positions in the unit, and recommends appointment, promotions, or reassignment to those positions. Recommends awards and bonuses for non-supervisory personnel and changes in position descriptions, subject to approval by Care Line Manager. Hears and resolves complaints of employees, referring group grievances and more serious unresolved complaints to the Care Line Manager. Incumbent is responsible for the full range of disciplinary and performance related actions within the unit. Makes decisions on work problems presented by subordinates. Identifies development and training needs for employees, and provides for training to meet those needs. Performs workload and work process studies to reduce waste and increase efficiency within the unit, focusing on quality. Exercises significant independent judgement when dealing with officials in other units, organizations, or when advising officials with higher rank in the organization. Quality Management/Performance Improvement The MVAC HSS, is responsible for the department's Quality Management (QM) program, and is responsible for directing subordinates in the oversight of departmental monitors, evaluations, as well as overseeing the design and fostering of approaches in the continuous improved quality of both interdepartmental activities. Develops and monitors internal, local, and national performance requirements, evaluates findings, establishes creative recommendations, evaluates conclusions, and performs follow up assessments. Budgeting/Financial Management/Contracting Work Provides for the budgeting and financial management for the MVAC Care Line covering the Finger Lakes HCS. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Administrative Management Assists in the overall administrative management for the MVAC Care Line covering the Finger Lakes HCS. Examples of projects and workgroups include, but are not limited to, leading the facility VERA workgroup, participating in data deep dives for other care lines or the service line, and participates as a member on a number of medical center committees. Personnel Administration and Management Work Directs the personnel management program for the Careline, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration for a small organization with varied functions and activities. Acts as the liaison with human resources office concerning personnel-related matters. Discusses, investigates, and responds to employees' grievances and dissatisfactions in order to resolve conflicts. Incumbent represents management at labor management meetings, provides information and resolves conflicts and/or problems that may arise. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
