The Birmingham VHA is currently recruiting for a Lead Medical Support Assistant for coverage of Primary Care Clinics in the BVAHCS. Some traveling is required in this position.
Duties
The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assures coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. Other assigned duties are not limited to:
Familiar with the MSA related VHA Directives, policies and procedures.
Knowledge of patient eligibility for VA medical care, priorities for care, release of information, HIPPA laws and the Medical Fee Basis programs.
Able to provide information about VA Medical Care Cost Recovery Program to patients regarding insurance data collection and revenue collection.
Must have a solid knowledge of multiple systems and current computer technology.
Skills in compiling readily available data from prescribed sources.
Knowledge of the organization to search records, files, or electronic data banks to locate information.
Possess working knowledge of inpatient and clinic processes and services.
Provide administrative support to variety of staff and other members of the interdisciplinary team.
Must provide excellent customer service and must adhere to VA local, National and Service policies and procedures.
Work Schedule: Standard options are Monday thru Friday, 07:30 AM to 04:00 PM or 08:00 AM to 04:30 PM; but other options may be negotiable. The agreed upon schedule may vary based on the needs of the service. Some evenings and/or weekends may be required on the needs of the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education:
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position,
OR,
Education.One year above high school;
OR,
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Grade Determinations: In addition to the qualifications above, you must also have:
GS-7 Lead MSA Grade Determination:
Experience. One year (1) of experience equivalent to the GS-06 grade level.
Assignment. The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.] compliance with established policies and regulations.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.
Ability to provide Staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
Preferred Specialized Experience:
Experience working of contiguous experience in a Primary Care setting.
Three years of contiguous experience in a Veteran or military healthcare setting.

The full performance level of this vacancy is GS-7.
Physical Requirements: Position requires visual acuity, adequate auditory perception, clear distinctive speech, and manual dexterity. Position requires potentially extended periods of sitting. The position requires some bending and carrying of items. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs.
