This position is located in the Public Affairs and Strategic Communication Office, Bureau of Educational and Cultural Affairs (ECA), Department of State. The incumbent plays a leading role in the development, coordination, and implementation of comprehensive, effective, accurate, and timely digital media communication plans and strategies to support ECA’s programs.
Duties
Serves as a senior leader in the Office of Public Affairs and Strategic Communications and plays a leading role in the
development of strategy, content, and information dissemination/distribution.
Consults with ECA management and staff in identifying and assessing communications and audience needs and develops and implements digital media strategies in support of ECA's core international exchange programs.
Participates in and leads the development and coordination of the design, creation, and
production of digital products and their byproducts to include, but are not limited to videography and photography, graphic design, websites, social media.
Evaluates ECA digital communications for effectiveness in furthering ECA and departmental goals, and objectives, as well as alignment with U.S. foreign policy, and provides expert advice and recommendations to improve them.
Participates in meetings with senior officials throughout the Department and United States Government and private sector stakeholders in meetings, conferences and other settings to advocate ECA views and policy positions.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and implementing digital media strategies and coordinating dissemination of information about an organization’s programs and activities.
Experience developing and coordinating the design, development, and production of digital products (to include video, graphic design, websites, and social media).
Experience drafting, producing, and marketing informational products.
Experience evaluating digital communications to assess its effectiveness in furthering an organization’s goals and objectives.
There is no substitute of education for specialized experience for the GS-14 position.
