This position is located in Redwood National and State Parks, in the Natural Resource Management Division. This is a Career-Seasonal position and subject to release and recall procedures. It is anticipated that you will be in a non-pay status for 2 weeks in February. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis.

Duties

This position will serve as the lead fisheries technician for the National Park Service at Redwood National & State Parks. This is an integral position in a growing aquatics program at the park. The work will be focused on fieldwork for monitoring and planning several landscape-scale restoration projects including Redwoods Rising, Redwood Creek Estuary Restoration, and Prairie Creek Floodplain restoration. Work will include work with ESA listed salmonid, lamprey, mussels, and their habitat. This work also includes working with the hydrology and roads divisions for sediment monitoring and culvert assessments.Leads and trains crew members, interns, and volunteers performing ecological field studies. Collect data on stream habitat and aquatic fauna using a variety of techniques. Use GIS systems to map and collect data. Conduct fieldwork in coastal streams with federally listed salmonids hiking up to 10 miles a day with a 40 lb pack. Duties will be developmental in nature when filled below the full performance level. Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis. Working Conditions: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. If selected, you will be required to sign the Career Seasonal Agreement.

Qualifications

All qualifications must be met by the closing date of this announcement-08/18/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-6 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) conducting aquatic field studies including installation, operation, and maintenance of testing and sampling equipment in both the field and lab; (2) entering, managing and analyzing aquatic field data; (3) preparing field and survey reports. . You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year (18 semester hours) of graduate level coursework in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physic, agriculture, or mathematics which included at least 6 semester hours directly related to the position to be filled. You must include transcripts. -OR- Combination of specialized experience as described above and education as described above. Note: In combining education with specialized experience for the GS-06 requirements, only graduate level coursework that is directly related to the work of the position counts towards the specialized experience required. For this substitution at GS-06, one half year (9 semester hours) is equivalent to six months of specialized experience. For example, six months of specialized experience as described above (50% of the experience requirement), and one-half year of graduate coursework (50% of the qualifying education). This totals 100% of the requirements and meets the qualification requirements for GS-06 grade level. To combine education and experience, first take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-7 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) conducting aquatic field studies including installation, operation, and maintenance of testing and sampling equipment in both the field and lab; (2) leading surveys of aquatic wildlife populations (e.g., fish, amphibians, macroinvertebrates, etc.) and their habitat; (3) entering, managing and analyzing aquatic field data; (4) preparing field and survey reports. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 1 full year of graduate study leading to a Master's degree with major study in any combination of scientific or technical courses such as biology, physical geography, ecology, geology, hydrology, statistics, entomology, botany or agriculture. At least 6 semester hours in any of these courses must be directly related to the position to be filled such as fisheries or aquatic biology. IMPORTANT - PLEASE NOTE: If you are using education to qualify, you must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected)..You must include transcripts. -OR- Combination of specialized experience as described above and education as described above. Note: In combining education with specialized experience for the GS-07 requirements, only graduate level coursework that is directly related to the work of the position counts towards the specialized experience required. NOTE: Only directed related graduate education is creditable toward meeting this requirement. For example, six months of the specialized experience (50% of the experience requirement), and 9 semester hours of directly related graduate coursework from an accredited institution (50% of the qualifying education). The total percentage must equal at least 100 percent to qualify. (You must submit transcripts.) You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
