DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S. policy interests and objectives.

Duties

As a WEAPONS SYSTEMS POLICY ANALYST at the GS-0301-13/14 some of your typical work assignments may include: Serves as a Weapons Systems Policy Analyst and subject matter expert (SME) with responsibility for developing, coordinating, and representing DoD policies in the area of FMS and weapon systems. Responsibilities will have a focus on programs such as Army, Navy, and Air Force and/or more focused programs such as C4I, Cyber, Space, C-UAS etc. Maintains a detailed familiarity with technological and industrial process-oriented matters on interest to DSCA and representing the Agency in intra-DoD and interagency discussions related to the management of technically sensitive defense article transfer issues, arising from the implementation and management of U.S. security assistance (SA) and arms transfer policies and programs. Develops, coordinates, and represents DoD policies in the area of weapon systems technology. Reviews, and interprets national SC and arms transfer policy guidelines in the context of sensitivity to technology transfer concerns and overall national security policy objectives in order to formulate appropriate policy recommendations related to technology transfers and weapons sales in support of those objectives. Prepares briefing papers, positions papers, replies to Congressional and other governmental inquiries, and providing input, analysis, and judgment on papers with technical content, related to defense sales, prepared outside the Division as appropriate.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Interpreting and applying policies in the area of weapon systems technology or defense related programs; Analyzing national security and arms transfer policy guidelines to draft policy recommendations relative to the successful transfer of defense technology to foreign governments; Researching state of the art U.S. defense related technology and industrial processes to assess levels of technologies appropriate for transfer to foreign governments. You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Assisting in the coordination of Foreign Military Sales and/or Weapons Systems sales and technology transfers between military departments. Applying national security and arms transfer policy guidelines in the context of technology transfer concerns and overall national policy objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
