Incumbent must possess the skill and knowledge to supervise, plan, direct, and administer housekeeping and sanitation activities of an assigned operational team of the Sanitation Section of Facilities Management Service. Incumbent has substantially full supervisory responsibility for control over work operation and is accountable to their immediate supervisor for the quality and quantity of the work performed.

Duties

Incumbent plans, develops and schedules daily, weekly, and monthly work schedules and assignments utilizing personal computer for employees supervised. Establishes deadlines and priorities on the basis of general work schedules, methods, and procedures of the team. Determines how many assignments can be done concurrently or which must be delayed; the number of employees required to accomplish the work, and the availability of machinery, materials, and associated equipment needed. Schedules work and reassigns personnel to meet emergency situations (e.g., excessive absenteeism, unexpected resignations, or unusual situations which occur in the Medical Center, such as flooding of plumbing fixtures, and the problems occurring daily due to the Medical Center physical condition). Determines proper methods, materials, personnel requirements, and time estimates necessary to ensure that cleaning and sanitation standards are met in assigned area. Decides on the best method of coping with emergencies in so far as materials, equipment, and personnel are concerned. Provides on-the-job training using pre-established training materials and personal computer programs for all employees assigned to section in cleaning methods; use of various cleaning compounds, germicides, disinfectants, etc., and the proper mixing of these solutions; the use and care of scrubbers, buffers, vacuum cleaners, etc., isolation techniques; control of bacteria cross-infection. Also, participates in formal training classes by providing classroom instruction on environmental sanitation issues. Based on a continuing observance of employees, makes suggestions to Environmental Care Specialist regarding the need for a review or revision of techniques involved in cleaning and maintenance schedules. Incumbent must be familiar with pertinent rules and regulations regarding employees conduct, safety, fire, care of equipment, etc. Must be familiar with proper safety techniques and procedures so that the regular and safe functioning of the Medical Center is assured. Must understand instructions from the Environmental Care Specialist, Facilities Management Service in order to effectively transmit these instructions to his/her subordinates in a clear manner to preclude any confusion in job performance. Provides weekend/evening supervisory duties and other related assignments as required by the needs of the hospital sanitation and housekeeping program. Must be able to provide instruction and training to employees in housekeeping and sanitation (on-the-job training) subjects as well as other mandatory subjects required by JCAHO. Must have a working knowledge and possess adequate skills in dealing with personal problems of employees involving inadequate job performance and failure to meet established standards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: The physical demands of the position will be that normally required of a housekeeping aid. Some heavy lifting (equipment and materials), movement of furniture required along with the stamina to perform physical labor. Continuous walking, standing, stooping, bending, and lifting, arduous physical effort is required in the performance of manual tasks described; such as washing walls above five feet and operating powered equipment over extended periods of time when providing training to employees etc. Working conditions such as ventilation and environment are satisfactory. Incumbent may be subject to occasional noise, skin irritations, cuts, and bruises. The work performed requires continuous walking when making inspections in the various buildings. When occasionally performing cleaning tasks, moderate effort is expended. Must have thorough knowledge of specialized cleaning and sanitation techniques, materials and equipment in order to instruct employees.
