Duties
The incumbent serves as a technical expert, providing specialized technical engineering advice to FCC management staff, industry representatives, representatives of U.S. and foreign administrations, and government officials on a broad range of technical issues, including but not limited to, fifth generation "5G" and sixth generation “6G” mobile broadband, wireless local area network (WLAN) technologies like Wi-Fi, frequencies used for emerging technologies, satellite service, broadcast service, space science issues and the protection of the passive service, and wireless network design and planning. The incumbent utilizes an exceptional knowledge of electronics engineering theory, domestic and international communications engineering issues, as well as the functioning of interrelationship among international standards development organizations to accomplish work. Relies upon an in-depth knowledge of the Communications Act, as amended, the International Radio Regulations, Communications Satellite Act, the ITU radiocommunication resolutions, recommendations and reports, the ITU Radio Regulations Board Rules of Procedure, and all pertinent international treaties or agreements. The incumbent has intimate knowledge of the wireless (terrestrial and satellite/space) communications industry, both within the U.S. and in other administrations, to achieve U.S. negotiating goals and objectives. Negotiates well balanced, reasonable solutions to controversial technical problems and issues with U.S. and foreign senior representatives under adverse political, technical, administrative, and economic situations and constraints.

Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, examples of specialized experience includes the following:
1) EXPERIENCE PROVIDING SPECIALIZED TECHNICAL ENGINEERING ADVICE ON A BROAD RANGE OF TECHNICAL ISSUES, INCLUDING BUT NOT LIMITED TO, FIFTH GENERATION (5G) AND SIXTH GENERATION (6G) MOBILE BROADBAND, WIRELESS LOCAL AREA NETWORK (WLAN) TECHNOLGIES (E.G.WI-FI AND OTHER UNLICENSED TECHNOLOGIES), DYNAMIC SPECTRUM ACCESS TECHNIQUES, THE INTER-NETWORKING BETWEEN TERRESTRIAL AND SPACE SERVICES, COMPATIBILITY BETWEEN ACTIVE AND PASSIVE SERVICES AND WIRELESS NETWORK DESIGN AND PLANNING.2) EXPERIENCE NEGOTIATING WELL BALANCED, REASONABLE SOLUTIONS TO CONTROVERSIAL TECHNICAL PROBLEMS AND ABILITY TO ADDRESS TECHNICAL AND REGULATORY ISSUES WITH U.S. AND FOREIGN SENIOR REPRESENTATIVES UNDER ADVERSE POLITICAL, TECHNICAL, ADMINISTRATIVE, AND ECONOMIC SITUATIONS AND CONSTRAINTS.3) EXPERIENCE PROVIDING ADVICE TO U.S. LEADERSHIP ON COMPLEX TECHNICAL AND REGULATORY ISSUES TO RESOLVE INNOVATIVE SPECTRUM ENGINEERING AND SPECTRUM MANAGEMENT ISSUES.4) EXPERIENCE CONDUCTING HIGHLY COMPLEX ENGINEERING STUDIES IN SUPPORT OF U.S. PROPOSALS AT INTERNATIONAL SPECTRUM CONFERENCES AND COORDINATION MEETINGS.5) EXPERIENCE COMMUNICATING TECHNICAL ENGINEERING POLICY DECISIONS AND ADVOCACY INITIATIVES TO REPRESENTATIVES OF GOVERNMENT, INDUSTRY, AND/OR THE GENERAL PUBLIC.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
1) Mastery of knowledge of broad range of technical issues, including but not limited to, fifth generation "5G" and sixth generation “5G” mobile broadband, wireless local area network (WLAN) technologies like Wi-Fi and other unlicensed applications, dynamic spectrum techniques that facilitate sharing of spectrum between radio services, the inter-networking of terrestrial and satellite services, space economy issues and space science matters related to the coexistence between active and passive services, and next generation broadband wireless network design and planning in the U.S. and in foreign markets.
2) Knowledge of wireless (terrestrial and satellite) communications industry, both within the U.S. and in other administrations.
3) In-depth knowledge of the structure and functions of, and interrelationships between, numerous international standards-setting organizations such as 3GPP and IEEE.
4) Ability to negotiate complex engineering matters.
5) Substantive knowledge of complex technical and regulatory issues for emerging spectrum management mechanisms.
