This position is located in the Office of the Register of Copyrights in the United States Copyright Office. The position description number for this position is 443847. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Duties

The U. S. Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Act; advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and provides information and reference services to the public.

Qualifications

Ability to provide program management and oversight of a major program**:  The successful candidate has the ability to accomplish strategic and operational goals by providing a wide range of managerial, analytical, and advisory functions related to the oversight and administration of broad, emerging and/or critical programs or operations. This includes providing leadership, planning and direction for the formulation, development and implementation of a wide array of Service-wide strategic projects and special initiatives including IT modernization efforts and other program management requirements. The candidate has had the following responsibilities:  1) designed, led and monitored projects to evaluate and implement current and proposed programs and operations and recommend actions to initiate, modify, or discontinue projects as needed; 2) identified new policies, proposals, issues and challenges that may affect one or more programs and advised on their potential effect; 3) managed the technology-related business requirements to implement an organization’s strategic plans, including identifying new or revised technology initiatives to meet short and long-term objectives; 4) led the analysis of program requirements to document technology needs; 5) oversaw and made key decisions for the selection of new systems and applications and directed staff in testing, implementation and evaluation; 6) served in positions requiring an understanding of how technology can meet business requirements and 7) managed enterprise-wide initiatives such as the design and implementation of new functions or programs or changes in resource availability. Ability to initiate and lead change**:  The successful candidate has the ability to lead tasks and people effectively and accomplish change in developing and implementing an organizational vision that integrates key goals, priorities and values. This includes promoting ideas with enthusiasm, conviction, and assertiveness; soliciting and considering others’ opinions; gaining support and commitment from others; motivating and inspiring others; and embracing and championing change in a continuously changing environment. Ability to serve as a liaison, build coalitions and interact collaboratively with other**:  The successful candidate has the ability to present, explain and advocate for facts and ideas in a convincing manner in order to negotiate with individuals and to support a program and achieve results; and develop and maintain coalitions with other organizations. This includes the ability to lead and effect change in carrying out the organizational mission that integrates key goals, priorities and values; championing ideas that promote the mission; gaining support and commitment from others; and motivating and inspiring others to improve work efficiencies, productivity, and customer service. Ability to communicate in writing and review the writing of others:  The successful candidate has produced a variety of clear, cogent, accurate, and well-organized written products. The candidate has also reviewed written products to ensure they achieved their objective, complied with an agency's or organization's communications policies, were logically constructed, and were written in concise, unambiguous language.  These documents include:   1) policies and procedures, 2) planning documents, including annual and strategic plans; 3) program and project proposals, including analysis of goals and expectations and how they align with strategic plans; 4) analyses/reports and 5) congressional testimony and/or responses to congressional inquiries. Ability to convey analysis and information orally through briefings, consultations and presentation:  The successful candidate has conveyed analysis and information orally through briefings, consultations and educational presentations, in both planned and extemporaneous situations, in order to discuss or explain issues related to the program area.  This included adjusting the amount, form, depth, and level of detail and content of information to the needs of the receiver/audience.
