This position is located in the Ronald Reagan Building, 1300 Pennsylvania, Ave., NW., Washington, DC, in the Bureau for Africa, Office of Sustainable Development (SD), at the U.S. Agency for International Development (USAID).

Duties

Develops and interprets policies, regulations, procedures, and practices to ensure grants management rules and regulations are followed and applied consistently. Plans and designs centralized and mission-specific projects under established and/or proposed program objectives or initiatives. Identifies and implements necessary actions related to implementation, monitoring, and evaluation of business, commercial, trade, industrial, and micro-industrial programs and projects. Conducts pre-award surveys to assess contractor's production activities, technical capabilities, and competence to meet contract quality requirements. Evaluates the contractor's quality systems, either independently or as a member of a team, to determine whether delivery of major procurement acquisitions will meet the contract criteria.

  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You may be required to serve a one-year probationary period.
  • If you are considered under Merit Promotion procedures, you must meet time in grade.

Qualifications

Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (a) developing new ways to resolve major grant or program administration problems; (b) designing and participating in broad business, commercial, industrial, and micro-industrial assessments, and participates in results framework development and review, and (c) reviewing procurement documents, engineering drawings, and specifications to ensure that adequate quality requirements are provided in acquisitions. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: You MUST have demonstrated experience independently developed program eligibility guidelines and/or policies and procedures relating to the administration of international trade programs? Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. In the absence of selective and quality ranking factors, selecting officials will document the job-related reason(s) for qualification determinations.
