The Primary Purpose of Position is: to perform administrative and program analysis work and ensure program compliance for Veterans in the Caregiver Support Program (CGSP). In addition, the incumbent provides general administrative assistance for the service. The Organizational Location of the Position: Caregiver Support Program, Social Work Service, in Dallas, TX.

Duties

Duties include but not limited to: Serves as the Program Assistant in support of the CGSP Coordinator and other assigned multidisciplinary program staff. The Program Assistant aids the Program Coordinator in getting things accomplished through an extensive knowledge and understanding of the organization, regulations, methods, and the other tools or recourses of management. In the absence of the CGSP Coordinator, the PSA will serve as the point of contact for the CGSP and provide vital, sensitive, administrative program information to the Caregiver and/or Veteran, VA approved providers and VA staff. Maintains and tracks program national database and local census. The national database is a complex, nationally implemented, stand-alone computer program that is designed to monitor and manage local Caregiver Support Services throughout VA system. Database related duties include monitoring and maintaining profiles, oversight and correction of errors and changes. Upon request, he/she prepares reports using database, to collect, compile, analyze and present data regarding the integrity of the program. Prepares the budget and completes monthly, quarterly, and annual reporting to meet National program requirements; monitors execution of national program funding. Manages fund control points for the CGSP and serves as a backup fund control clerk for the service. Maintains running balances and check balances against fund control point obligations and reconciles orders as received. Prepares, modifies and issues all authorizations of care for approved service, as well as, tracking, reviewing and processing invoices for these services. Maintains program records and all policies/procedures manuals to meet Joint Commission, VHA standards, and records management regulations. Administration Support The PSA has primary responsibility for establishment, monitoring and maintenance of clinic profiles in caregiver support. He/she advises medical/administrative staff relative to creating new clinic profiles or making changes to established clinics. Proper configuration of clinic profiles in the Medical Center computer system has direct bearing on scheduling, flow and processes within individual clinic, how workload is captured, and effective reimbursement of CGSP special funding. Maintains and posts time and attendance reports for CGSP staff, using the automated system and in accordance with established procedures; maintains leave calendar; and, posts projected leave to the calendar. Functions as an ADPAC for CGSP staff. Troubleshoots technical problems users have _ with software packages and hardware issues. In this role the incumbent provides a variety of user support assistance such as implementation and support of the services' automated management information systems including but not limited to, VISTA and CPRS. The incumbent performs other duties and special projects as assigned by management in support of the CGSP program and coverage of Social Work Service (SWS) general administrative duties as needed, and to carry out the mission of the VA North Texas Health Care System. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8: am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. No Time-In-Grade Requirement for the GS-05 grade level. GS-05 Grade Determination: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilize word processing software to create, edit, store and retrieve memorandums, forms, letters and other documents; gather data from multiple sources to complete daily, weekly, quarterly and annual reports; updates and maintains time and attendance reports in accordance with established polices; requisition and maintain office supplies and equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school level. To determine creditable combinations, find the percent of experience (months of experience divided by 12). Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-06 Grade Determination: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assist with budget preparation and reporting to meet program requirements; prepares data analysis and assist with performance improvement assessments to monitor and improve the continuity of services; manage fund control points for program; establish and maintain office records, reports and training records; assist and train staff in various management information systems; updates and maintains time and attendance reports. You will be rated on the following Competencies for this position: Technology Application Financial Management Customer Service Quality Assurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work may also require walking/standing for 3 hours. Pulling, pushing, reaching above shoulders required. Repeating bending for 1 hours, near vision correctable at 13'' to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in other. Hearing (aide may be permitted required). Frequent keyboarding and sitting 4-7 hours daily. Incumbent may carry and lift light items weighing less than 15 pounds.
