These positions is located in the Office of the Medical Center Director and the primary purpose of this position is to perform specialized project management support, data management, and program analysis functions in support of Medical Center initiatives. RELOCATION/RECRUITMENT INCENTIVE AUTHORIZED TO HIGHLY QUALIFIED CANDIDATES.

Duties

The Management and Program Analyst duties include, but are not limited to the following: -Serves as a staff advisor to the Medical Center Director and applies management analysis techniques to convert broad generalizations to actionable goals. -Makes the business case for attempting to accomplish goals; develops detailed plans for achieving goals; measures progress; and establishing control systems for maintaining the gains achieved through analysis. -Responsible for successful outcomes and products that impact Facility level initiatives and implementation strategies. -Coordinates and communicates on behalf of the Medical Center Director when assigned to various projects and initiatives. -Participates in the development and compilation of major Facility submissions such as surveys, project proposals, complex reports, action items, administrative inventories and ensures the completion and accuracy for submission on behalf of the Medical Center Director. -Assesses the need for data; collects and analyzes data, develops a variety of computer-generated databases and spreadsheets using multiple computer software programs. -Provides presentations of statistical data including development of complex spreadsheets, charts, and graphs which are used in research and reports by other network staff. -Plans, schedules, conducts, and analyzes the results of projects and studies assessing the effectiveness of programs and projects for which the Medical Center Director is proponent. -Participates in and or lead/facilitates projects and studies involving programs and functions under the Medical Center Director purview which are managed and administered by other VISN elements, higher headquarters, or activities and partners external and internal to VA. -Performs research and fact-finding for a variety of projects, including analysis, trend identification, and preliminary recommendations based on findings. -Provides guidance, support, and input to the top management team as a program and project management expert. -Represents the director at meetings or conferences concerning program planning, monitoring, and transformation initiatives. -Identifies resource needs of unique and special interest projects/programs for presentation to key leaders. -Establishes or coordinates project/program resource estimates with authorizations. -Maintains liaison with staff subject matter specialists at the VISN and VA Central Office. -Provides oversight, guidance, and direction to the administrative fellows, throughout the course of the program. -Coordinates funding, interviewing, and recommendation for selection of administrative fellow candidates. -Prepares and presents formal and informal oral and written reports and briefings on the staffing, progress, and results of studies, planning, initiatives, and implementation and execution of programs to Medical Center staff and senior leadership. -Performs other related duties as assigned. Work Schedule:Monday-Friday 8:00 AM to 4:30 PM Telework: Ad-hoc may be available after training. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: One (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position successfully and that is equivalent to at least the GS-12 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes; expert knowledge of the mission, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures; comprehensive knowledge of administrative laws, policies, regulations and precedents applicable to the administration of public programs; skill in conducting analytical studies and projects relative to changes in the delivery of healthcare; skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations; skill to plan organize, and direct team study work; skill in oral and written communications in order to prepare and present briefings, convey recommendations to management staff and attend meetings and conferences; and ability to develop guidance and directive for use by others. There is no educational substitution for the GS-13 level. You will be rated on the following Competencies for this position: Administration and ManagementCreative ThinkingPlanning and EvaluatingStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office.
