Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Strategic Communications Directorate (STRATCOM), located in Washington, District of Columbia.

Duties

This position will allow you to provide expert advice and analysis to management on a wide range of communication strategies having department wide impact. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10). In this Supervisory Strategic Communications Specialist position, you will plan, direct, and manage all activities to support USBP's nationwide communications strategy. Typical work assignments include: Consulting with senior level officials to include DHS and other stakeholders to identify short- and long-range courses of action to effectively and efficiently comply with legislative and regulatory changes that currently, or in the future, impact the organization Leading and developing USBP-wide strategic messaging initiatives and campaigns, analyzes best practices, and leads a holistic strategy to improve key communication processes and measures Coordinating communications with congress, including such activities as staff briefings and staff and member delegation visits to sectors, as well as preparing the Chief of USBP for testimony to congress; and coordinating with other CBP and DHS offices on messaging campaigns, responses to media inquiries, and on the use of social media Monitoring external communications to ensure leadership remains informed on matters that impact the workforce and USBP, as well as monitoring external and internal communications within USBP to ensure adherence to policies Directing and managing subordinate supervisors and staff who are directly engaged in providing direction and analysis, operational support, and strategic communication in service of the USBP mission

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a senior advisor by implementing communications objectives and producing communications work products Leading initiatives of strategic importance to include the overall management, control, coordination, formulation, and execution of policies Developing and executing a strategic communication plan and strategy that provides direction, analysis and operational support of agency's mission and priorities Providing comprehensive recommendations that have a direct and substantial impact on programs and solutions to complex communications problems Analyzing major administrative aspects of substantive, mission-oriented programs, and generating and applying new hypotheses and concepts to improve the effectiveness and efficiency of messaging communications NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/11/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
